Job Summary:
You will help coordinate and support the execution of the Country Program (CP) HR strategy and operational plans in support of high-quality programs serving the poor and vulnerable. You will provide responsive, high-quality service to address HR programs, services and operations needs in the areas of training, staff development, performance management, onboarding/orientation, for our Country Program under your assigned scope.

Fonctions

Roles and Key Responsibilities:
• Provide support to the HR Manager in his/her responsibilities with regard to the overall management of HR programs and services in the assigned projects or programs.
• Coordinate and support all HR processes, activities, and service delivery, to ensure they meet latest agency, donor, and local legal requirements and standards and reflect best practices.
• Assess service needs and provide quality process services and advice to support managers in their daily staff management responsibilities.
• Provide excellent customer service via email, phone or in person, and answer questions from employees regarding human resources issues, policies, and procedures.
• Collect and organize input on HR processes and policies and participate in the review and update of various systems, manuals, guidelines, and tools.
• Support professional development needs assessment and help ensure the provision of precise development programs for CRS staff and partners.
• Maintain record keeping through personnel files and/or HRIS that adheres to required CRS, donor, and local law regulations. As needed provide support on analytical reports on HR-related data, metrics, and trends to support decision-making, workforce planning and development.
• Assess training and development needs through surveys, interviews, focus groups, and communication with managers, and staff.
• Create, organize, plan, and present various forms of onboarding, orientation, and skills training for employees.
• Develop unique training programs to fulfill staffs specific needs to maintain or improve job skills.
• Create and/or acquire training procedure manuals, guides, and course materials.
• Presents training and development programs using various forms and formats including group discussions, lectures, simulations, and videos.
• Maintains records of training and development activities, attendance, results of tests and assessments, and retraining requirements.
• Evaluates program effectiveness through assessments, surveys, and feedback.
• Maintains knowledge of the latest trends in training and development.
• Prepares and implements training budget; maintains records and reports of expenses.
• Ensures that all staff in the CP have complied with the obligatory training requested by CRS.
• Acts as the focal point for the performance management cycle and ensures that all staff have completed performance evaluation, goal setting, development planning, and other required performance activities in the CRSLearns system. The HR officer will provide training and ongoing support to managers and staff ensuring the quality of the activities meets CRS standards.
• Manage the CRS Haiti Education assistance fund and ensure the correct administration, prepares reports related to the use of the funds, and maintain records, report expenses related to the fund.
• Support other HR areas as required especially the compensation and benefits HR officer.
• Serve as the payroll administrator in HCM/INSIGHT, partnering with finance on payroll for permanent staff and interns, and ensuring all record keeping is up to date and compliant; creating new systems that help to track record keeping.
• Other administrative duties as assigned.


Qualifications réquises

Basic Qualifications
• Bachelor’s degree in human resources management or business Administration required. Additional relevant experience and completion of HR certification or courses may substitute for some education.
• Minimum of three years work experience in HR, preferably with an International or local NGO and good knowledge of HR best practices and standards.
• Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the local labor law.

Preferred Qualifications
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
• Supervisory experience would be a plus.

Travel - Must be willing and able to travel up to 20 %.
