Introduction



IMA World Health, a subsidiary of Corus International, is seeking a Program Manager to support a U.S. Centers for Disease Control and Prevention (CDC)-funded elimination of lymphatic filariasis project in Haiti.

IMA World Health is implementing a five-year CDC funded project to eliminate lymphatic filariasis (LF) in Haiti that focuses on:



• Improving quality of, access to, and participation in mass drug administration (MDA) campaigns;

• Improving management of chronic disease;

• Identifying feasible and affordable approaches for managing areas of enhanced transmission and conducting post-validation surveillance; and

• Improving LF monitoring, evaluation and surveillance before, during and after MDAs.


Fonctions

JOB SUMMARY
The Program Manager will provide direction and technical oversight of the project to ensure activities are designed and implemented as per best practice to meet project targets. The Program Manager will provide day-to-day implementation of technical activities for MDAs and surveillance activities. S/he will be responsible for making key decisions and solving problems in short timeframes, while ensuring operational and project quality.

This position will report to the Corus Country Manager and technical home office team and will be embedded in the project office within Haiti.

RESPONSIBILITIES
• Oversee and provide managerial and technical leadership on strategic and work planning processes to ensure the LF program aligns with both CDC and MOH/PNCMFL strategies in achieving the elimination of LF in Haiti.
• Work in close collaboration with IMA headquarters and CDC to lead on, and to address, all technical and programing requests pertaining to project.
• Provide managerial guidance and technical leadership to maximize expansion of innovative technical approaches to help reduce cost while maintaining the NTD program performance and quality of service delivery.
• Provide managerial and technical support to facilitate the implementation of the MDA (with integration of ivermectin), surveillance, transmission assessment surveys (TAS), and other LF services to targeted populations.
• Maintain relationships and liaise with the Ministry of Health (MSPP) at all levels, the Ministry of Education (MENFP), CDC, partners (The Carter Center, RTI), PAHO, and other NTD related agencies on project implementation, including attending meetings as the project representative and sharing project updates.
• Provide technical leadership and guidance for the preparation of high-quality technical briefs and presentations for internal, donor, and local health authority audiences.
• Developing and leading technical trainings and workshops.
• Drafting (and securing MSPP approval) for technical materials, including SOPs, training materials, etc.
• Ensure timely and accurate compilation of all necessary reports and project documents, including annual work plans, project performance monitoring plan, monthly, quarterly and semi-annual reports, budgets, etc.
• Manage and mentor team members under his/her supervision, including M&E Officer and Logistics Officer.
• Ensure close coordination with the IMA Finance and Operations unit for timely completion and submission to IMA headquarters of activity budgets and other financial reporting documents.
• Ensure all LF activities adhere to national and WHO/PAHO technical norms and standards and that best practices and approaches are well documented and highlighted throughout program implementation.
• As member of the Country Senior Management Team, support the country office in resource mobilization and program/project implementation.
• Provide representation of IMA Haiti LF programing in conferences, national, regional and/or international fora as appropriate and necessary.
• Perform any other tasks related to his/her competencies and experience assigned by the leadership of the country office and headquarters.


Qualifications réquises

• Advanced degree in public health, health administration, or international health, MD preferred.
• At least 5 years of experience in the design, implementation, management, and coordination of health development projects implemented by national/international NGOs.
• Demonstrated experience in coordinating LF elimination/control within and among NTD programs in Haiti, including experience in the design, planning, and implementation of MDAs and surveillance systems.
• Previous experience working in Haiti with intimate understanding of Haiti health care system.
• Demonstrated understanding of, and expertise in, U.S. government (preferably CDC) funded project implementation and reporting preferred.
• Experience in budget management.
• Demonstrated experience supervising personnel to ensure project results.
• Demonstrated mentoring and facilitation skills especially with Ministry staff and health care providers, including designing and leading technical trainings and workshops.
• Proven ability to network and communicate effectively with a wide range of key stakeholders.
• Advanced cross-cultural sensitivity, including experience working and communicating with professional and support staff in a multicultural, multi-linguistic environment.
• Ability to promote an atmosphere of trust and mutual respect.
• Advanced skills in Microsoft Office, including proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Teams, and SharePoint.
• Fluency in English, French, and Haitian Creole in oral and written communications.
• Willingness to support IMA World Health’s mission.
