Introduction

CFET (Centre de Formation et d'Encadrement Technique) CFET S.A. is a private company
specializing in human resources management and capacity development. Established in Haiti
since October 1988, its mission is to improve the performance of the Haitian workforce and create the local skills necessary for a full Haitian appropriation of their own development options.
Over the past two years, CFET has implemented the Health Leadership Program (HLP), in collaboration with Management Science for Health and Growth Group to assist the Ministry of Health in implementing its Health Human Resources Strategy and improving overall public health governance.

The technical Advisor, Governance and organizational Development will be part of the program.
technical team and will have the responsibilities to contribute in the design, implementation, monitoring, and evaluating health governance programs and initiatives. This will include using a mix of approaches and strategies to apply governance improvement methodologies to the health sector to achieve the project's purpose and objectives. The Technical Advisor, Governance and Organizational Development will be expected to work collaboratively as part of the core and extended project teams to realize synergies between the project objectives.
The Technical Advisor, Governance and Organizational Development will be responsible for
providing technical assistance to the MSPP to (i) strengthen the MSPP’s governance, leadership,
and management capacity for the design, implementation, monitoring, and evaluation of national health plans and strategies, (ii) to improve the MSPP’s ability to monitor and align GOH and
donor initiatives and financing, and (iii) to promote civil society engagement to influence GOH.

Fonctions

Specific responsibilities include:

Technical Leadership and Accountability
• Assist the COP in elaboration of the platform’s annual workplan and in the operationalization of the HLP/HRH project annual workplan
• Under the technical oversight of the Chief of Party, the technical Advisor shall assist the General Direction of the MSPP and relevant MSPP directions and National Programs

• Assist central directorates identified by the MSPP General Direction in reinforcing Governance activities related to the project objectives. Analyze and document constraints to MSPP sector leadership and governance role, as well as bottlenecks to results of
national health plans and strategies, in order to allow MSPP decision-making and reprogramming, and constant alignment of HLP and USAID support to sector change and demand in capacity building.

Program Quality:
• Ensure program activities are efficiently implemented on schedule and within budget;
responsively adapting to changes and lessons learned throughout implementation Collaboration and
Coordination:
• Work in an integrated manner with the Senior HRH Advisor for the implementation of project activities
Monitoring, Evaluation and Reporting
• Assist in crafting of monthly reports as well as quarterly, semi-annual and annual reports
, in collaboration with the Capacity BuildingTechnical Advisor and M&E Specialist.
• Support data collection, knowledge sharing, and lessons learned from the field for

program adaptability.
• Documenting progress of activities, obstacles and bottlenecks via quarterly and hoc
reports to be submitted to HLP Haiti ;

Other Duties
• Undertakes other duties as necessary, pertinent with the scope of work of his/her position.

Qualifications réquises

Advanced degree (Masters) in Public Health, Health Economics, Health Management
Sciences or related field required and at least seven years of related experience.
2. Demonstrated experience in health systems strengthening, particularly in the areas of
policy and management systems development, grants and governance.
3. Well-developed planning, implementation, and project management skills, with
experience working in a developing country setting with flexibility to adapt to changing
priorities and deadlines.
4. Experience with public health and leadership, management and governance projects
supported by bilateral agencies such as USAID and other international agencies,
preferred.
5. Experience building and maintaining partnerships, particularly interacting productively,
proactively, and comfortably with varied groups and organizations.
6. Strong interpersonal skills coupled with excellent communication skills: verbal, written,
listening, presentation, and facilitation.
7. Demonstrated strategic agility, diplomacy, conflict management, team building, written
and oral communication, and negotiation skills.
8. Fluency in French required and Creole desirable; additional fluency in English preferred.
9. Previous experience in public health work in Haiti is beneficial.
10. Willingness and ability to travel within Haiti as needed.
