Activity Summary:

The USAID/Haiti Programme d’appui à la rentabilisation de l’élevage (PARE) is a five-year activity implemented by Land O’Lakes Venture37. The PARE activity aims to improve the resilience capacities to enable households and communities to withstand recurrent shocks and stresses, while helping them experience increased food security. The purpose of PARE is to increase the resilience of households and communities in the Northern and Southern Resilience Focus Zones through the improvement of the livestock market system. Its three main objectives are to:



1) Improve productivity of the livestock sector in the resilience focus zones;

2) Increase the accessibility of inputs and services in the livestock market system; and

3) Improve marketing and private sector engagement in the sector.



The activity aims to advance livestock production (cattle, poultry, goats, sheep, eggs, and dairy) market systems and to diversify incomes to increase the resilience of communities in two Resilience Focus Zones (RFZ) - one is located in the southern region (South Department) and the other in parts of the north (North, Northeast and Plateau Central Departments). The Activity will address key opportunities and constraints to increase livestock productivity, facilitate private sector engagement, and manage environmental and natural resource considerations. PARE will build upon lessons learned from past USAID and other donor funded activities and will coordinate closely with existing and planned USAID and other development partner programs and will align with the Government of Haiti’s priorities.

Fonctions

Position Summary:

The Resilient Market System Facilitators (RMSF) (Program Assistant, Resilient Markets System) will serve as the frontline facilitator of PARE activities and will be responsible for supporting partnerships and collaboration with small, medium, and large businesses and organizations in the livestock market system. The RMSF will foster livestock production and agribusiness development initiatives in select communes across three departments: North, Northeast and Centre. The RMSF will establish relationships and coordinate closely with key private sector, livestock producers and public sector stakeholders, finance institutions (e.g. banks, microfinance institutions, and other lending institutions), and other development implementers to facilitate market-led activities. The RMSF will liaise closely the PARE activity office in Cap Haitien to continuously provide feedback and learning for the project. The Resilient Market System Facilitators (RMSF) will report to the Livestock Technical Director.





Primary Responsibilities:

Provide input to vet existing pipeline SME partners for potential investments who will apply for request for application (RFA);
Assist with review applicants from assigned communes seeking co-investment grants within the livestock market system;
Facilitate and assist PARE technical staff to co-create applications with high potential partners and design technical assistance packages that meet programmatic criteria;
Collaborate with the Environmental Compliance Specialist to monitor grantee progress and compliance and complete environmental screening;
Collaborate with the Gender and Youth Advisor to ensure that applications and funded co-investments create opportunities and enhance equity for women and youth;
Monitor co-investment grants and commune level interventions to support livestock production and marketing activities, and monitor that grant objectives and milestones are tracked and met;
Ensure that co-investment grantees adhere to environmental monitoring and mitigation plan (EMMP) and maintain monitoring file in collaboration with Environmental Specialist;
Assist in the development of key stakeholder relationships with private sector and Government of Haiti entities, financial institutions, and other development activities that are operational in the selected communes;
Provide a close link and direct support to grantees providing training or business linkages to participants;
Collaborate with key local financial institutions to raise awareness of MSME financing opportunities and constraints in the ASF sector, develop innovative finance models to support agribusiness development;
Coordinate closely with both the Monitoring & Evaluation Manager and the Market Systems Liaison to gather robust, real-time data to inform project learning and adaptation;
Solicit qualitative feedback from partner organizations quarterly as part of Pause and Reflect Sessions.


Qualifications réquises

Required Skills and Qualifications:

A valid motorcycle driving license (category A) and demonstrated ability to drive a motorcycle
Bachelor’s degree in animal production, international development, finance, agriculture, economics, food science or related field or study (with experience in livestock related agribusiness) of study;
Five (5) years or more of progressively responsible work experience in supporting department agriculture and agribusiness activities of similar scope and complexity to that of PARE;
Experience working with a wide range of key agriculture/livestock sector stakeholders at the commune level including private sector agribusinesses, department level government entities and the donor community, as well as civil society organizations (e.g., farmer organizations and cooperatives, non-governmental organizations, community-based organizations, etc.);
Experience supporting collaborative, participatory livestock production and market development efforts in communities with similar levels of education, risk tolerance, habits related to animal-source food (ASF) consumption in Haiti;
Extensive networks of public and private sector stakeholders, as well as relationship management and networking skills;
In depth knowledge of the local operating environment in Haiti;
Ability to implement project activities with a high-degree of autonomy; and
Oral and written fluency in Haitian Creole and French.

Experience utilizing grant mechanisms under USAID contracts preferred.
Fluency in oral and written English
