Introduction

WORK CONTEXT/ BACKGROUND: In response to the impact of a deteriorating humanitarian situation in Haiti, CESVI will implement a multi-sector response addressing the inflation-and violence-driven economic crisis, improving WASH practices and environmental sanitation conditions to control cholera spikes; and providing protection services to those affected by the recent upsurge in gang-related violence, as well as those at high-risk. CESVI will bring its small-business promotion expertise to bear in the Livelihoods Restoration component.
The project will prioritize existing small neighborhood enterprise owners with grant assistance to recapitalize their businesses, as well as slightly larger enterprises that have been similarly starved of working capital, the project will promote establishment of Village Savings and Loan Associations to generate micro-flows of capital in the most vulnerable neighborhoods of Port-au-Prince.

CESVI Haiti started its humanitarian operations in Haiti in 2009, programming is focused on food security, livelihood and economic empowerment, social protection, disaster risk reduction and emergency response. CESVI Haiti works in over 4 departments across the country. Community resilience is promoted throughout all programming. CESVI works in partnership with community partners; government partners and NGO partners.


Fonctions

KEY RESPONSIBILITIES AND DUTIES
o Develop and implement, in the projects for which the MM is responsible, a data and information management system according to the approved project documentation
o Ensure the quality of the data generated by the projects/programs, especially those used for reporting purposes according to the criteria of data reliability, data validity, data integrity, data accuracy, timeliness and security;
o Develop and implement in the projects/program, feedback and reporting management system (Complaints & feedback mechanism CFM) and the adherence of this mechanism to CESVI standards and donor rules;
o Contribute to organizational strengthening of knowledge and skills of CESVI staff and partners on MEAL issues, the quality of the organization's MEAL tools and capitalization and dissemination of good practices, including the digitization processes and impact assessment and management framework
o Collaborates with the Project/program managers in the development of the Monitoring and Evaluation Plan and (where necessary) of the indicator protocols;
o Develops and reviews data collection tools in collaboration with project managers and technical figures;
o Coordinates and directly implements data collection activities;
o Coordinates and/or directly carries out (when necessary) the evaluations, including those of impact, at project/program level, actively contributing to the phases of definition of the evaluation terms of reference, preliminary desk phases, field data collection, analysis and dissemination of results;
o Develops and reviews indicator tracking matrices and all other necessary databases;
o Establishes regular coordination with project/ program managers for monitoring data analysis and regular updating of the Head of Mission ;
o Visit the operating offices of CESVI and its partners;
o Prepare reports, information products (such as dashboards and infographics) and ad-hoc products useful to project teams and other interested functions in the organization;
o Carrie out data cleaning and data analysis activities
o Perform data quality activities on a regular basis assurance
o Review reports and other outputs related to the projects/programs
o Perform privacy and data protection violation risk analyses
o Collaborate with the Head of Mission in defining the country strategy by providing indications for the development of the mission's MEAL system;
o Identify and reports issues of concern and alerts related to compliance items, including those related to policy compliance discovered during project implementation;


Qualifications réquises

EXPERIENCE AND TECHNICAL COMPETENCIES:
• Minimum 4 years of relevant work experience with humanitarian organizations at same or higher position.
• Experience with and demonstrated technical knowledge of MEAL policies in emergencies preferred.
• Computer skills: CommCare and KOBO mandatory, Mastery of Pack Office (Word, Excel, Powerpoint, Publisher). PowerBi is a Plus
• Autonomy, team spirit, knowledge of the intervention area ( Port au Prince)
• Availability to travel to the different communal sections of the targeted communes for several days and to live in one of the communes where the project is implemented
• Flexibility, ability to work in a team, in difficult contexts and ability to work under pressure
• Experience of MEAL practices in cash-based programming.
• Able to work autonomously and manage priorities, workplan and schedules.
• Experience with preparing training materials, written guidance and/or narrative reports is desirable.
• Excellent skill in MS Word, Excel, and PowerPoint.
• Ability to work with different community members, considering gender, age.
• Demonstrated ability to collaborate and work as part of a team to achieve joint objectives.

EDUCATION:
University degree or equivalent professional qualification, preferably in Social Sciences, Statistics or relevant fields.
LANGUAGES:
• FRENCH and CREOLE Mandatory
• ENGLISH (Desirable)

o Project/Program Managers to ensure that MEAL systems are adequate for data needs for reporting, capitalization of project experience, and their internal/external sharing;
o partners to support the quality of data collection and monitoring, the use of data collection tools (especially digital) also through on-the-job training and coaching, when necessary;
o other stakeholders – external evaluation bodies and, if necessary, donors – to ensure their access to verified and timely data;

o Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA
o Ensuring compliance with CESVI Safeguarding Policies and full implementation of Safeguarding measures within his/her area of responsibility throughout the project activities;

- Security Management
o Guaranteeing the respect of Cesvi Security Plan and other rules and regulations on security, in close collaboration with the Security Manager/Security Advisor

o Development of CESVI presence in the country
o Participation in sectorial clusters, sharing periodical update with Project Manager
o Contribute to CESVI's strategy on the field.

REPORTING LINE
The MEAL Manager (MM) reports to the Project Manager.
The MM works in collaboration with the project team and is a member of the CESVI Haiti Country office team.

SCOPE OF POSITION
The general objective is to ensure an effective and efficient MEAL component of CESVI Haiti projects and programs in accordance with the quality and accountability criteria in project management, and the provisions, rules and regulations of CESVI and relevant donors.

The MM's specific objective is to develop and implement an adequate monitoring and evaluation, accountability and learning management system (hereinafter MEAL) of the projects carried out by Cesvi and by the partners with whom Cesvi collaborates. More specifically, the MM’s responsibilities include:
• Ensuring full compliance with donor rules and quality standards;
• The effective and efficient exchange of information and the timely retrieval of information so that all the information connected to the MEAL system necessary for reporting purposes is available within the deadlines provided;
• Ensuring full compliance with data protection rules and standards internal/external privacy rules and regulations, throughout the information management cycle.
