Introduction

The basic function of this position is to support the interagency (in Haiti and the US) as well as USAID/Haiti’s technical teams across economic and social sectors in tracking and monitoring interventions to achieve five Haiti SPCPS goals. As the 10-year strategy is updated, these goals could change, but currently they include: 1) Strengthen Youth Resilience to Recruitment by Gangs and Illicit Activities; 2) Promote Community Reconciliation; 3) Improve Services for Victims of Violence; 4) Haitian-led Political Reconciliation; and 5) Build Capacity to Address Root Causes. S/he will be an alternate COR/AOR on a third-party monitoring, evaluation, and assessment contract as well as activity manager on MEL activities under the same contract. S/he is the subject matter expert in tracking MEL SPCPS outputs and provides guidance to the Ambassador, Agency Heads at Post, DOS sector leads, the interagency, and USAID/Haiti’s technical offices on planning, design, implementation, evaluation, and reporting on progress to mission, Embassy. USAID/W senior officials, DOS/W senior officials including the Deputy Assistant Secretary for Conflict Prevention and Security (CPS), and Congress. S/he will report to the PCPS Office Director designate. The Specialist will work closely with DRG and Embassy counterparts in tracking conflict prevention and stability activities and results. The job is required to perform work-related travel up to 10% of the time, when the security situation allows


Fonctions

Program Monitoring Works with the Post’s interagency and Mission MEL, technical teams and DRG counterparts to track Haiti’s progress toward achieving GFA conflict prevention and stability goals in Haiti.

Monitors and analyzes progress toward meeting Haiti/GFA objectives, Intermediate Results, and other performance indicators regarding conflict prevention and stability progress.

Collaborates with an array of other stakeholders across different sectors in the successful monitoring and evaluation of conflict and stability projects.

Secures and analyzes GoH, international donors, press, consultant and academic reports on conflict trends, prevention strategies and interventions to address root causes of instability in Haiti.

Supports the Mission-wide semi-annual Portfolio Review (PR) process and provides guidance to technical teams on GFA performance, required analyses, and follow up actions and recommendations to achieve GFA goals.

Holds routine and ad hoc meetings with Interagency teams, Mission, technical teams, and Embassy counterparts to track and review conflict and stability efforts and identify further actions to achieve Haiti/GFA results.

Drafts scopes of work for assessments and evaluations as well as participates in conducting the fieldwork for conflict prevention and stability efforts, where and when necessary.

Serves as COR/AOR or activity manager for key conflict prevention assessments, analyses, and evaluations, as needed.

Supports the design and delivery of MEL in-house “brown bag” seminars and training sessions, and collaborating, learning and adapting to promote lessons learned for conflict prevention and stability efforts across sectors.





Conflict Prevention & Stability Performance Reporting



Collects and enters Conflict Prevention and Stability data into the PPR system as well as whatever interagency database or reporting system is developed to monitor GFA/SPCPS achievements, and analyzes performance indicator data from Mission teams and implementing partners and contractors to complete SPCPS reports as requested by the U.S. State Department and USAID/W.

Guides Embassy counterparts and technical teams in selecting SPCPS standard indicators for new initiative and in conducting Data Quality Assessments to comply with ADS 201 and GFA reporting requirements.

Maintains the Mission wide Data Quality Assessment (DQA) tracker for conflict prevention and stability indicators and ensures that follow up actions from DQAs are addressed.

Reviews MEL documents e.g., plans, evaluation, and draft reports for conflict prevention and stability interventions to provide technical comments and reviews data quality assessment findings.

Advise on guidance, policies, regulations and procedures for performance reporting for SPCPS and conflict prevention and stability interventions for various USAID program documents including the USAID/Haiti Strategic Framework, the annual Operational Plan (OP), Performance Plan and Report (PPR), the Congressional Budget Justification (CBJ), the Performance Management Plan (PMP), activity MEL plans, USG’s Strategy to Prevent Conflict and Promote Stability, etc.

Drafts reports and provides verbal briefings on MEL conflict prevention and stability results and/or recommended actions to the Program Office Director, GFA interagency working group, and technical teams to generate inputs to the annual Performance Plan and Report, USAID inputs into SPCPS and other reports as they are developed and as assigned.

Succinctly responds to high demands and requests that require timely responses to USAID/W, Congress or to the GoH on Conflict Prevention & Stability program performance.

Develops data visualization approaches for presenting conflict prevention and stability performance data and other analysis and information, as requested.

Participates in the preparation and execution of conflict prevention and stability learning events or other meetings which will involve Embassy stakeholders, donors, private sector, and the GOH.



SCPCS MEL Implementation

Collaborates with the USG interagency and USAID/Haiti technical teams on new designs and amendments to ensure conflict and stability interventions are included as well as appropriate indicators to monitor.

Provides backstopping advice and guidance on design and implementation of conflict prevention and stability interventions across all sectors through IPs.

Ensures that activities are consistent with USG new conflict prevention and stability strategy and USAID development objectives and includes appropriate activity level monitoring and evaluations, schedules, and budgets to foster implementation.

Participates in MEL team field/site visits with CORs/AORs and to ensure IPs focus on accountability, learning and adapting of conflict prevention and stability interventions.

Collaborates with Program Office, interagency working groups, and technical teams to ensure new designs include relevant recommendations and learning from SPCPS evaluations, assessments and learning events.

Routinely reviews training opportunities to ensure MEL conflict prevention and stability skills are up to date for technical teams and IPs to ensure implementation SPCPS MEL.



Supervisory Controls:



Full supervision of other USAID staff is not contemplated.


Qualifications réquises

Education: A Minimum of a master’s degree, (or host country equivalent) in International Development, Public/Business Administration, Statistics, Monitoring and Evaluation, Economics, Social Science, or similar field is required.
Prior Work Experience: A Minimum of five years of progressively responsible professional experience in the design, management, implementation of monitoring and evaluation activities is required and/or experience in a field directly related with citizen security, conflict prevention, and stabilization is required.
Language Proficiency: Fluency (level IV) in English, French and Haitian Creole is required.
Job Knowledge: Thorough knowledge of international development strategies, program policies, regulations and evaluation techniques is required. The Specialist must have expert knowledge of simultaneously planning and overseeing monitoring and evaluations for complex programs across different sectors. S/he also must have expert knowledge of widely accepted MEL practices; knowledge of various evaluation methodologies; and generates and interprets spreadsheets and tables to analyze data to report performance trends to USAID management and USAID/W is essential. Must be able to absorb, analyze, understand and apply to complex tasks/situations. S/he must perform detailed specialist functions for monitoring and evaluation of projects within the legal, financial, and political environment of the Haiti context. Knowledge and use of state-of-the-art data collection and management tools, evaluation methodologies, analytical tools, graphic presentations, word processing and spreadsheets etc. and their role in disseminating performance results is required. Knowledge of Google applications and online cloud platforms is required. Knowledge of current social, political, economic and development issues in Haiti is required.
Skills and Abilities: Excellent analytical and conceptual skills to interpret data from various sources; to prepare reports and analyses; and to assess the impact of USAID programs/projects on socioeconomic development in Haiti are required. The Specialist must be a recognized subject matter expert in monitoring, evaluation, and performance management. A thorough understanding of international development MEL principles and approaches as well as knowledge of the Haitian development context, economy and political institutions and a fundamental understanding of development challenges facing Haiti is required. Ability to plan and execute MEL activities across several sectors simultaneously is a must. Training and mentoring skills essential for conveying critical M&E concepts to technical teams and mission leadership is essential. Excellent interpersonal skills to develop and maintain effective working relationships with senior GoH counterparts, private sector, NGO, university/think tanks, other donor counterparts and USG agencies are required. Excellent English oral, written, presentation and report writing skills are required and the Specialist must be able to synthesize complex program data and Agency MEL policies to translate it into simple, succinct information which can be used to track performance, make decisions, execute programs and ensure compliance to USAID performance reporting requirements. In dealing within the USG and with external audiences, the Specialist must use tact and diplomacy in sensitive matters and represent USAID during public speaking events to explain USG’s conflict prevention and stability activities in Haiti.

The TEC may conduct interviews of the most highly rated applicants before making a selection recommendation to the Contracting Officer (CO). The interview may be one of the determining factors in the final selection, but an interview is not always necessary.

A timed technical test and English language testing may be required.

Before a final candidate is selected the Human Resources Unit will perform professional reference checks and they will also be factored into the final selection. The offeror’s references must be able to provide substantive information about his/her past performance and abilities.

VI. TAXES

The Mission does not assume any obligation or responsibility to withhold local income taxes from LE Staff salaries. LE Staff are fully responsible for accurately reporting taxable income to tax authorities and paying income taxes. Please note that all US citizens and legal permanent residents/green card holders are required to pay US taxes, which will be deducted through payroll.
