Introduction

HFHH seeks a Chief of Party (COP) for the anticipated USAID-funded Financing Climate Resilient Sanitation Systems and Services (SANIFIN) award in Haiti. The project has the overall goal of facilitating public and private partnership opportunities and models while strengthening management and financial viability in order to increase the availability of affordable climate-resilient sanitation systems and to promote sustainable sanitation services for underserved households. The project proposes a holistic systems approach underpinned in four interrelated components, including: 1) Improving household access to sanitation services by strengthening the WASH financing environment for low income families; 2) Increasing and strengthening the availability of customer-based community WASH services and products; 3) Strengthening the capacity of the private sector to offer sustainable and environmentally friendly water and sanitation services; and 4) Developing a financially viable and functional business model with public and private partnership and management of public sludges services in Port-au-Prince (Morne a Cabri), and Les Cayes (Fond Fred), while improving some private initiatives in Jeremie


Fonctions

The COP will be responsible for overall vision, technical leadership, management, and operations of the activity. They will ensure that the project’s goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. The COP will take a leadership role in coordination of all activities across all relevant parties, including the donor and partners for the project. He/she will also oversee all project staff and sub-partners to results-oriented planning, leadership, and coordination of project activities and products. The ideal candidate will be an inclusive leader who can foster and facilitate a culture of continuous learning, build relationships among thought leaders and practitioners in the national WASH sector, and be able to navigate change with flexibility.
Essentials Duties and Responsibilities
• Ensure high-quality, results-oriented technical programming through hands-on guidance and support grounded in the program’s strategic objectives and approved annual workplans and adhering to expected technical quality and reporting requirements;
• Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan;
• Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders, including the Agreement Officer and Agreement Officer’s Representation (AO/AOR);
• Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes to ensure ensuring cost-effective use of USAID and HFHH resources;
• Create or adapt management systems in line with HFHH standard operating procedures – ensuring consistency with project needs, applicable USAID policies and regulations, and relevant national policies and laws;
• Build partnerships among international-, national- and community-level stakeholders;
• Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles. Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle;
• With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets;
• Ensure narratives and financial report are timely submitted in line with the agreed timeline with USAID
• Ensure that HFHH provides high-quality technical assistance to local partners; conduct regular monitoring and mentoring visits to local partners;
• Oversee and mentor the project staff and help partners establish reporting and tracking systems to provide key information in an efficient and timely manner;
• Represent the project at high-level meetings, conferences, and other fora.

The job duties and responsibilities as set out above are not exhaustive and the Post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.


Qualifications réquises

• Master’s degree in international development studies, business, economics, or related field of study or equivalent work experience required;
• Ten (10) years or more of progressively responsible international work experience implementing Market Based Programming or WASH focused multi-sector development programs with demonstrated strong management and coordinating skills;
• At least five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted development programs;
• Substantial experience in maintaining external relations with government, community stakeholders and civil society; and in convening diverse stakeholders and representing donor, government, and project priorities;
• Relevant technical background in value chains, preferably in the areas of Water and Sanitation;
• Demonstrated experience in developing and managing alliances with the private sector;
• Familiarity with and commitment to addressing gender equality and safeguarding in project sectors is also required, as demonstrated by at least two years of senior-level experience working on projects that addressed gender-related constraints;
• Demonstrated excellent communications and writing abilities and superior interpersonal and cross-cultural communication skills;
• Creative problem-solving skills with the ability to work effectively in resource-constrained environments is important;
• Extensive knowledge of USAID administrative and procurement practices;
• Familiarity with the socio-economic and Water and Sanitation landscape of Haiti is preferred;
• Fluent in English and French.


Conditions particulières

This position is subject to project award and funding. This program is expected to be a five-year cooperative agreement with USAID and is likely be awarded in the 3rd quarter of 2022.
