Introduction

Summary
The main responsibility of the ICT4MEAL Project Officer is to provide technical advice, support, and guidance to Continuity of Learning (CoL) CRS staff and partners to ensure efficient operation and use of information, communication, and collaboration technologies. S/he will coordinate and deliver various ICT4D related services in accordance with established USAID policies, procedures, and standards.


Fonctions

Responsibilities
I. Monitoring, Evaluation Accountability and Learning
• Ensure the application of CRS MEAL Policies and Procedures in the projects and provide guidance to Continuity of Learning (CoL) as per the needs
• Participate and support the MEAL Specialist in design, implementation, and adaptation of relevant technology and management tools
• Carry out field visits to observe the implementation of activities and share feedback with the Partners, MEAL Specialist and other key staff.
• Ensure appropriate monitoring and evaluation of project information and communication technology activities, including providing input to appropriate logical framework and indicator development.

II. ICT4D
• Support the setup, configuration, and deployment of ICT4D devices for the operation and implementation of the project interventions to ensure efficient service delivery against established policies, procedures, and service standards.
• Deploy, configure, and maintain applications and utilities on android devices for the Continuity of Learning (CoL) Project.
• Configure, monitor, and maintain Commcare platform and data collected using the ICT4D devices as per the Commcare Strategy requirement and data policies and procedures.
• Provide field-level technical support to CRS and partners CRS on Commcare and Data collection platform
• Troubleshoot and address any issues to ensure optimal performance of the databases, networks, and devices.
• Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to agency data and information.
• In collaboration with MEAL Specialist, maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, both in the office and in the field.
• Support capacity building initiatives, remotely or on-site, to staff, partners, and end-users to ensure efficient and consistent adoption and use of ICT applications.

III. Data Knowledge Management
• Participate in the development of a learning agenda during the design phase of the MEAL system
• Build and maintain the database of knowledge project outputs
• Contribute to develop effective process of collecting and disseminating lessons learn
• Create a learning environment and culture within projects by providing support to project Staff in documenting lessons learned
• Participate in Generating accurate dashboard of keys indicators for routine monitoring purposes as well as ad hoc requests
• Support the project staff in the results dissemination process
• Participate in MEAL Community of Practice meetings of the country program
• Maintaining documentation of processes, procedures, concept notes, strategies implemented and yet to be implemented


Qualifications réquises

Education and experience
• University degree in Social Sciences, Statistics, Economics, Computer Sciences, or any related fields
• Minimum 5 years of MEAL experience and ICT4D
• Minimum 4 years of experience in data processing and analysis.
• Proficiency in data management and analysis software such as: Excel, SPSS, SAS, E-views, R,
• Knowledge of ATLAS.ti or any other qualitative data analysis software is an asset
• Proficiency in qualitative data analysis
• Great ability to plan, organize, supervise, control, analyze and communicate. Good command of survey techniques and different sampling methods. Strong analytical skills and experience in writing evaluation reports.
• Good knowledge of CommCare and Power BI tools is an asset. Experience in using mapping software (ArcGIS, QGIS) is an asset

Travel Requirements
This position requires 30% of field visits in the projects’ implementation area.
