This position is subject to project award and funding. Haitian nationals and diaspora candidates are strongly encouraged to apply. This position is anticipated to be based in Jeremie, Les Cayes, Port-au-Prince, or Cap-Haitien depending on final award.

The Chief of party (COP) will be responsible for the overall vision and leadership of the SANIFIN project and is accountable for delivering results. The successful candidate should possess requisite experience managing USAID programs, financials, operations, and compliance. The ideal candidate will be an inclusive leader who can foster and facilitate a culture of continuous learning, build relationships among thought leaders and practitioners in the national WASH sector, and be able to navigate change with flexibility. S/he will supervise and work in concert with a team of 15-20 team members and with technical and financial teammates from CARE USA’s Food and Water Systems (FWS) Division. The estimated level of Effort (LoE) breakdown for the SANIFIN COP will be as follows:

SANIFIN Project management and internal coordination (30%)
Technical Strategy, Program Quality, and Learning (30%)
Contract, Budget Management, and Compliance (15%)
External Stakeholder Engagement and Partnerships (15%) and
Any other duties- (10%)
The COP will be responsible and accountable for ensuring that services defined within the donor-approved scope are delivered, including the following management responsibilities:

The COP will lead the project, providing vision, direction, and technical guidance to and supervising staff and consultants to fulfill the project’s strategic goals and objectives.
Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders, including the Agreement Officer and Agreement Officer’s Representation (AO/AOR).
Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures – ensuring consistency with project needs, applicable USAID policies and regulations, and relevant national policies and laws.
Build partnerships among international-, national- and community-level stakeholders
Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles. Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle.
With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
Represent the project at high-level meetings, conferences, and other fora.
As part of supervisory responsibilities, the Chief of Party will be responsible for:

Leadership and mentoring of junior-, mid-, and senior-level SANIFIN team members, with varying levels of programmatic or technical experience with USAID and/or sanitation programming in Haiti.
Fostering and maintaining a team culture focused on program quality, impact, and learning (e.g., ensuring constructive and open dialog and problem-solving around program challenges and successes).
Supervise and mentor senior staff and other key personnel, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance. Developing clear supervisory structures, meetings, reporting, etc. with each supervisee.
Maintain a team culture of ethics and donor compliance.

Master’s degree in a relevant field (e.g., economics, finance, governance, business administration, engineering, international development, water supply, and sanitation, or another field closely related to SANIFIN objectives). Additional years of experience may be substituted for a master’s degree.
Minimum five years in program management roles. Previous Chief of Party, Deputy Chief of Party, or senior management experience on USAID-funded programs is required.
Minimum of 10 years of proven experience in the design, implementation, evaluation, and/or management of similarly sized, donor-funded, and results-based programming, with relevant senior project management skills (i.e., strategy planning and execution, leadership, management, and supervision of diverse teams, budgeting and financial tracking, local capacity building/mentoring, and management of complex activities involving coordination with multiple partner organizations).
Demonstrated technical experience and track record in fields relevant to SANIFIN objectives (i.e., WASH sector governance, finance, and value chains; utility reform; sanitation systems strengthening; entrepreneurial, private sector, and small business development; government and civil society accountability and transparency; local service provision, inclusive financing; and/or other related fields).
Proven experience managing donor-required programmatic and financial reporting requirements, including ensuring accurate and timely financial reports.
Fluency in English and French is required (spoken and written); knowledge of Haitian Creole is a strong advantage.
Working knowledge of and experience with U.S. government-funded program management, policies, regulations, and procedures
Demonstrated skills in building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills with internal and external teams.
Proven experience recruiting, developing, leading, and supervising diverse staff and teams of junior- to senior-level employees.
Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment).
Track record of a strong commitment to sharing and disseminating programmatic knowledge, learning, and adaptions, documenting experiences, supporting creative initiatives, and sharing credit to improve program visibility and profile (e.g. through learning dissemination; social media, etc).
Ability and willingness to travel regularly and routinely within Haiti, as security conditions allow.
Additional, Preferred Qualifications:

Experience implementing and/or managing WASH programs in Haiti or the Caribbean region preferred.
Experience in both development and emergency/humanitarian programming, ideally with prior experience with programming in shock- and conflict-prone contexts preferred.
Proven experience with technical, business, and/or financial capacity development of communities, stakeholders, and organizations related to WASH, small business, and/or governance sectors preferred.
Familiarity and experience engaging communities, the private sector, national and local government on issues related to sanitation services.
Strong familiarity with USAID collaborating, learning, and adapting (CLA) principles and approaches preferred.
Experience with monitoring, evaluation, and learning (MEAL) systems, analysis, and/or reporting is preferred.
