Introduction

Medicines for Humanity (MFH) is a non-profit organization with the mission is to save the lives of vulnerable children. MFH works in areas of high child mortality. We collaborate with and empower committed in-country partners to strengthen maternal and child health in the communities we serve. MFH is implementing a variety of maternal and child health projects across Haiti with in-country healthcare partners. Each project has a monitoring & evaluation component to determine project impact and continual improvement of services to primarily women and children. The Monitoring & Evaluation (M&E) Officer will be responsible for working with MFH’s Program Services team, Haiti Country Coordinator and/or Director and in-country partners on routine monitoring, evaluation of specific program components, baseline and endline evaluations and evaluation of virtual learning platform. The M&E Officer will primarily focus on the MFH’s new SISTERS Project, but will also support programs across the country. This is a grant-funded position until September 2024 with possible renewal upon subsequent awards.

The responsibilities below reflect a general overview of the position’s activities but is not all inclusive of actual work to be performed.

Responsibilities:
M&E Activities for the SISTERS Project
• Coordinate baseline, midline and endline evaluations for the project including: survey design, tools, training of data collectors, data entry, analysis and report writing.
• Collaborate with the MFH Country Coordinator and the SISTERS Project Team to develop and implement a specific monitoring and evaluation plan for the SISTERS Project and for individual clinics;
• With the MFH Team design an M&E plan for the Project.
• With the MFH Haiti Country Coordinator, research and draft a specific methodology and analysis, to understand the impact of capacity building from the Learning 4 Humanity platform and any other capacity building interventions on the Catholic Sisters’ and their beneficiaries. Seek IRB approval either in Haiti or the US for this study.
• Train partners, their staff, and CHWs on data collection methods (digital and otherwise) and provide regular support.
• Implement the capacity building study, gather extensive data, analyze using appropriate software and ultimately create a detailed data analysis of the study and publish data results.
• Implement the M&E plan for the project, manage data collection for monthly, quarterly and annual data from project partners including accessing digital data and organizing/revamping into MFH’s reporting templates.
• Provide on site technical assistance to the 4 health clinics to assess their data systems, connect or drive reporting of data to the MSSP and MFH. This may include the development of data collection forms, data system development, data collection policies, training staff on data collection, analysis and utilization and more.

Learning 4 Humanity (L4H) Support
• Assist with the set-up, registration and enrollment process for Sisters into the L4H platform;
• Assist in the provision and set-up of digital tools needed for evaluation of L4H courses.
• Take all the L4H courses being offered to the Haitian Sisters to be intricately familiar with course material.
• Liaise closely with the L4H team to formulate best mechanisms to evaluate learning on the platform, analysis of that data and assist in data analysis and writing on results.


Haiti M&E Activities
• Assist MFH Team on baseline and endline evaluations for USAID funded food distribution projects. This may include: finalizing methodology and tools for use, data collection training, data entry, and data analysis.
• Support the Grand Boulage project team on M&E efforts to determine impact at the clinic.
• Assist in writing evaluation reports for all projects;
• Assist in M&E efforts for any other Haiti project as assigned.

Administrative tasks
• Participate in MFH staff, donors, and other partner visits and meetings;
• Regularly write or make reports on project progress and clinic outcomes for MFH or donor as necessary;
• Participate in Haiti Country Team Meetings, Project Quarterly Report Meetings, MFH Global Staff Meetings and other important MFH events or meetings as requested;


Qualifications réquises

Qualifications:
• Position open to Haitian nationals only.
• A Master’s degree in Public Health or Program Evaluation;
• At least three years of experience in direct monitoring and evaluation of health programs in Haiti; prefer demonstrated experience with evaluation of worker capacity.
• Familiarity with maternal and child health, nutrition, clinical services and community health programs;
• Proficiency in Microsoft programs including Word, Excel, Outlook and PowerPoint;
• Proficiency in statistical software such as SPSS or SAS; Proficiency in qualitative data analysis software is a plus.
• Fluency in Haitian Creole and French required, proficiency in English desired;
• Strong organizational and communication skills required;
• Experience as a trainer/facilitator desired;
• Ability to work independently and be self-directed;
• Passionate and committed to this work;
• Can work effectively with a team, providing guidance and direction to internal staff and external project partners as needed;
• Ability to travel to project sites within Haiti as requested with some overnight visits required.


Conditions de travail

Compensation for this position is commensurate with education and experience and will likely range between $12,000 and $15,000 per year. MFH pays ONA benefits for employees and requires all employees to pay the ONA employee contribution. MFH will also pay for private health insurance for the employee. MFH provides a generous vacation package after a 3-month probationary period and all National holidays.
