There are 70 staff implementing programs in economic development, agriculture, natural resources management, and humanitarian response. Mercy Corps takes a progressive approach to economic development that leads communities and entrepreneurs from relief to sustainable livelihoods to long term economic growth.

On August 14th, 2021 a magnitude 7.2 earthquake struck Haiti creating widespread destruction, impacting over 130,000 households, and causing over 12,000 injuries and 2,200 casualties. Mercy Corps’ team in Haiti responded immediately, implementing our SMS emergency alert system to provide communities with critical information, as well as distributing Non-Food Items (NFIs) and multipurpose cash assistance (MPCA) to help families meet their urgent needs including: personal hygiene, food preparation and light and thermal comfort for their shelter.

Now almost two months since the earthquake, Mercy Corps is working with communities to help recover their livelihoods and rehabilitate critical WASH systems and infrastructure, while continuing to support people to meet their basic needs.

GENERAL POSITION SUMMARY:
The Deputy Manager for WASH will play a key role in the implementation of Mercy Corps’ emergency WASH component, comprised of three sub-sectors: 1) promotion of good hygiene practices in response to environmental threats of water-borne disease pathways, COVID-19, and unsafe water transport; 2) distribution of non-food items (NFI) and WASH kits; and 3) repairs to community water systems damaged by the earthquake, alongside local water actors and local authorities. Within the framework of Mercy Corps’ emergency response portfolio (including multipurpose cash assistance, WASH, and livelihoods), she/he will be responsible for overseeing assessments and executing workplans across these three sub-sectors, as well as engaging with the relevant stakeholders and the community in general to ensure their success. She/He will supervise WASH project staff in Nippes to ensure the effective and timely execution of all activities within the project. The Deputy Program Manager will work closely with and support the Emergency Manager to ensure cohesion between the WASH component and broader emergency portfolio.


Fonctions

PROGRAM MANAGEMENT
• Support the overall implementation of the emergency WASH project strategy and activities, according to approved proposal, budget, and workplans as well as donor regulations and policies.
• Ensure that appropriate planning, monitoring and quality control of program activities is in place and projects are closed in accordance with Mercy Corps PM@MC standards, e.g. ensuring that appropriate Community Accountability Reporting Mechanism (CARM) systems are in place and functioning
• Support the coordination, supervision and management of WASH staff, including delegation of responsibilities and tasks, follow-up and reporting of activities.
• Contribute to high-quality, timely donor reporting alongside other emergency program staff.
• Conduct frequent field visits to all project sites for monitoring, quality control and program staff mentoring and coaching.
• Work closely with support departments in Miragoane and Port au Prince to ensure sound budget tracking, coordination, and implementation of project activities.
• Participate in coordination activities with local communities, peer implementers, and local authorities (e.g. DINEPA) to orient them to the project, coordinate implementation and deduplicate assistance, and pursue common workstreams as appropriate.
• Carry out any other tasks in collaboration with the Emergency Manager.

EVALUATION AND LEARNING
• Collaborate with the MEL team on the collection, analysis, and reporting of data regarding activities related to this project
• Coordinate with WASH staff and local authorities to design and conduct needs assessments to inform future WASH project priorities and activities
• Analyze the evolving emergency context in Nippes to identify opportunities for Mercy Corps to expand its WASH programming, alongside Emergency Manager
• Capture lessons learned from WASH interventions to improve Mercy Corps Haiti programming.

OPERATIONS AND MANAGEMENT
• Oversee routine program support functions (finance, logistics and security) of the livelihoods project in compliance with Mercy Corps and donor policies and procedures.
• Coordinate with Port au Prince office on all operational support as required including procurement, HR, travel needs, and security briefings.

SUPERVISORY RESPONSIBILITY:
This position requires supervision of a team of approximately 3-5 national staff (WASH Officers and Community Mobilizers).

REPORTS DIRECTLY TO: Emergency Manager
WORKS DIRECTLY WITH: Cash and Early Market Recovery teams (Deputy Managers Officers, and Senior Officers), and MEL, Communications, HR, and Finance teams in Port-au-Prince and Miragoane offices

ACCOUNTABILITY
Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Qualifications réquises

KNOWLEDGE AND EXPERIENCE
• University degree in international studies, economics, or related fields.
• A minimum of three years of professional experience in project management – including design, implementation, follow-up, monitoring and evaluation – with a focus on WASH, hygiene promotion/behavior change, large-scale distributions, and/or WASH infrastructure repair.
• Experience working in humanitarian and development in logistics, administration, staff supervision and development, training, team building, finance, donor relations, and inter/intra-agency communications - this includes experience living and working overseas and working in remote conditions.
• Experience working and engaging with local communities and implementing community accountability/feedback mechanisms is desirable.
• Ability to deal with work-related stress and remain diplomatic.
• Fluency in English and French is mandatory. Good communicator in Creole.
• Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) is required.
