Fonctions

Scope of Work: The MEAL Consultant will work to provide relief to the most vulnerable populations in Les Cayes to gain access to basic household needs. Supervised by the Economy Program Manager, the MEAL Consultant will be responsible for the overall direction of monitoring and evaluating the digital cash assistance (DCA) project and will work very closely with the DCA Coordinator on M&E deliverables. S/He will also work with the Community Health Program team.

This DCA program will leverage a decentralized account system in which the money being transferred is truly controlled by whichever account holds the money. This system is called blockchain technology, and it is particularly useful at automating trust between transacting parties, given that it can be completely tamper-proof, and radically transparent.
The MEAL Consultant will help develop the program’s Monitoring and Evaluation (M&E) Plan and systems to monitor and track progress against the program’s indicators, perform quality assurance checks, ensure beneficiary accountability and evaluate the program. S/he will be responsible for ensuring integrity and sound design for the collection, storage and analysis of data required for the M&E Plan, program reporting and other information needs.

The MEAL Consultant is a National position. This position is located Les Cayes, Haiti but can be remote.

Major Responsibilities:

Assist Digital Cash Assistance Coordinator with all data collection at field level, and analysis processes to measure progress and achievements according to the M&E and mapping plan
Assist in ensuring all monitoring activities and data collection are fully documented and is recorded appropriately
Participate in baseline study and surveys
Assist with writing reports, analyzing findings, and provide recommendations as required
Suggest strategies to the Digital Cash Assistance Coordinator for improving the efficiency and effectiveness of the project
Monitor progress against grant work plan; promptly identifying any current or potential delays
Assist Economy Program Manager and Digital Cash Assistance Coordinator with any additional M&E tasks related to the project


Qualifications réquises

EDUCATION / EXPERIENCE

Previous Cash Transfer program experience preferred
2+ years experience in a similar position involving data collection, documentation, and reporting;
Experience with data tracking and reporting using Excel and/or other project management tools;
B.A. degree in Communications, Business Administrator, or International Development, or a related field preferred;
Good communicator with strong organizational, time management, research and analytical skills;
Excellent interpersonal, cultural, and diplomatic skills;
Fluency in English and French or Haitian Creole and English, spoken and written, is required;
Technical expertise in education, infrastructure, health, and protection would be advantageous;
Strong computer skills: must be competent in the use of Windows MS office, Google Gmail tools and Salesforce, Adobe, Asana and other design tools;

COMPENSATION & BENEFITS

National candidates only. This is a part-time consultancy based in Les Cayes, Haiti. This position is NOT accompanied and the organization provides no relocation, logistics or housing packages. Compensation is based on Hope for Haiti’s Compensation Scale.
