Introduction

The USAID Project Management Specialist (Early Recovery, Risk Reduction and Resilience (ER4) Program Implementation Advisor) has an important role in implementing USAID-funded programs/projects/activities. He/She is entitled to : provide monitoring expertise and assistance to the Mission, the Government of Haiti (GoH) and implementing partners (IPs),support the development and implementation of sustainable emergency; and develop food security systems strengthening in the host country.


Fonctions

The Advisor supports the development and implementation of sustainable emergency and development food security systems and practices, in order to ensure the meeting of goals and objectives through on-site observation and the collection of performance data, applying an in-depth and extensive knowledge of the emergency and development food security sector in Haiti to assist the Mission and CORs/AORs in reviewing, designing, and strengthening program/project/activity implementation, with an emphasis on improved performance management. The work includes building collaborative relationships with and between stakeholders; conducting assessments to determine the best interventions and approaches to address pressing problems; designing, implementing, and monitoring appropriate activities and interventions; and, building local capacity in managing GoH resource management systems.

The Office of Humanitarian Assistance (OHA) (ER4 Program Implementation Advisor) is working collaboratively with other OHA Advisors and with OHA Team CORs/AORs, provides oversight and technical direction to the implementation of strategies and interventions designed to strengthen the design, management, reporting, and coordination capacity of FFP programs/projects/activities throughout Haiti, in close cooperation with national, regional, and local IPs. The Advisor supports the continued development of leadership, management, coordination, and strategic planning skills, and the development of sound systems for financial management and implementation reporting. The Advisor works with IPs to facilitate formal training, and access to day-to-day skill-building, supportive supervision, mentoring, and coaching. The Advisor corresponds regularly, and meets periodically, with other Advisors and OHA Team staff to learn from each other and to provide mutual support. The work builds capacity and expertise within national, regional, and local IPs, and OHA and other Mission Sectoral Offices to strengthen their financial resource management systems, with particular emphasis on performance management systems and information management systems, and also improved systems for employee deployment, retention, and motivation.

The Advisor spends a significant amount of time in the field, documenting program/project/activity implementation through direct observation and by using data collection tools. The Advisor establishes logistics planning frameworks to develop site visit schedules. The Advisor provides feedback and recommendations to OHA technical managers and leadership, following site visits.

The Advisor, as an on-site representative of the OHA provides advice on programs/projects/activities designed to develop the management and coordination capacity of national, regional, and local IPs and GoH Departments and Offices. Work includes coordination to analyze needs, build awareness of gaps, and to achieve buy-in on the need for improved leadership, finance, and management practices. The Advisor identifies appropriate approaches and tools to address needs, adapt methods and tools, and to lead client organizations in the implementation of agreed-upon improvements. The Advisor relies on the Office to assist in identifying requirements for specific technical assistance, to develop appropriate scopes of work, and to work with short-term consultants to maximize benefit and follow up on short-term assignments. The Advisor provides oversight to US Government (USG) direct financing mechanisms.

Individually and with other Advisors, the Job Holder works to develop and document effective tools and approaches for institutional capacity building, and maintains an inventory of successful strategies and approaches.

Individually and with other Advisors, the Job Holder oversees and/or participates in the design, development, and implementation of monitoring and evaluation (M&E) strategies and systems to effectively capture and communicate program/project/activity results in enhancing the leadership and management skills of national, regional, and local IPs and GoH Departments and Offices. Reports prepared document evidence of success and/or lack of success for interventions, and share lessons learned by contributing to program/project/activity reports and publications, and internal and external presentations.

The primary assignment of the Advisor is not direct program/project/activity management, but the Job Holder utilizes Contracting Officer Representative/Agreement Officer Representative (COR/AOR) training to provide guidance to IPs managed by CORs/AORs in OHA. In addition, the Advisor may from time to time be assigned as de facto COR/AOR or alternate COR/AOR of continuing programs/projects/activities in the field.

The Advisor performs all management responsibilities to include M&E, stakeholder feed-back, site visits, assuring completion of work plans, and preparation for IP portfolio reviews.


Qualifications réquises

Education
Completion of a Bachelor’s Degree, or the local equivalent, in a field related to agriculture, statistics, finance, or an equivalent job-related field; alternatively, a degree in business or public administration or in planning will be considered.

Experience
Three years of progressively responsible experience in agriculture and/or social safety systems strengthening and/or planning, agriculture, and/or social safety nets, which provided the opportunity for project design, program planning, and/or project implementation in an emergency and/or development-related field is required. At least one year of this experience should be in development work, or related fields, other donor agencies, host-country organizations, or tracking and monitoring software private-sector institutions which included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data.


Job Knowledge
The Advisor must have a good knowledge, or the potential to acquire such knowledge, of USG legislation, policy, and practice relating to development assistance; USAID programming policies, regulations, procedures, and documentation; and, of the objectives, methodology, and status of assigned activities. The Advisor must have knowledge and understanding of the organization and roles of the different levels of GoH emergency and development food security delivery systems in order to enhance effective communication, and to develop consensus on plans for program/project/activity implementation and improvement.

Skills and Abilities
The Advisor should have demonstrated the ability to assume management and leadership roles. The Advisor must be resourceful, have good judgment, and have the ability to work with persons from many backgrounds. The work requires a user-level ability to work with computers and common software programs used within USAID.

Language Proficiency
Level IV (fluent) English and French language proficiency, spoken and written, as well as spoken Haitian Creole, is required.

Post Entry Training
Familiarization training in USAID-specific procedures, regulations, and methods, and orientation to working from a donor-Agency perspective, will be provided. The Advisor requires formal COR/AOR training is required for successful proper job performance, which will be provided. Training in specialized software and USAID/OHA-specific monitoring and evaluation training is required and will be provided. Training to maintain professional capability in the field, and other courses offered for professional USAID staff, as appropriate; and, courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications will be considered as they become available, subject to availability of funds.
