Introduction

The USAID/Haiti Human Resources Team comprises a 7-person team and is expected to assume the full management and administrative functions for all categories of personnel (i.e. U.S. Direct Hire {USDH}, U.S. Personal Services Contractor {USPSC}, Cooperating Country National {CCNPSC} and Third Country National {TCN}) within the Mission. This position is located in the Executive Office (EXO) of USAID/ Haiti and reports to the HR Specialist.


Fonctions

S/he assists with a diverse range of HR and administrative functions. S/he manages the entire process of USAID Mission recruitment specifically for CCNPSCs. The incumbent will also assist in USPSCs/TCNPSCs recruitment alongside the HR Specialist. Review Position Descriptions (PDs) for Cooperating Country National (CCNs) with Mission office chiefs/supervisors when positions are vacant to determine if an update or reclassification is warranted. Liaising with the HR Specialist to assist in tracking/filing USPSC/TCNPSC classification packages from the Contracting Officer.

Serves as an alternate point of contact with HRSU/LAC for CCN position classification, alongside the HR Specialist .Coordinate with the US Embassy HR recruitment team to post vacancies and pre-screen applications for USAID CCNPSC and PSC local-hire positions through the Electronic Recruitment Application (ERA) system. Draft and compile all required documents to the U.S. Embassy Haiti HR recruitment team to request that the CCN positions be advertised into ERA. Assist the HR Specialist with posting USPSC and TCNPSC solicitations on beta.sam.gov and agency notice postings as required. Coordinate with EXO/Procurement to ensure that the position will be posted in the local newspaper at the same time as the online vacancy notice.

Update vacant positions in the relevant trackers and maintain a record of each step of the vacancy. Draft solicitation for position and submit to HR Specialist for final review and then submit to the US Embassy recruitment team for posting. Receive and screen all applications from the U.S. Embassy HR recruitment team and shortlist candidates. Schedule, proctor and score English language testing for candidates with the US Embassy recruitment team. Schedule and coordinate French language testing for candidates with contracted vendor. Schedule and monitor technical testing for all shortlisted candidates. Coordinate with the requesting office to obtain the names of the Technical Evaluation Committee (TEC) in order to submit shortlisted applications. Prepare recruitment Technical Evaluation Committee (TEC) packages, advise TEC regarding recruitment procedures including Procurement Integrity Act policy and monitor all TEC meetings.

Schedule interviews and coordinate with the TEC panel. Request references checks for selected candidates. Once received forward to Chair Upon receipt of Selection Memo, send out letters to selected candidates and to unsuccessful candidates. Gather all information from selected candidates for salary negotiation and security clearance Upon receipt of security clearance, schedule medical appointments. When completed, obtain contract starting date and advise the relevant team. Request onboarding plan from team to share with new employee .Collect and store data to serve as analysis for retention and job offer refusal.

Facilitate meetings, briefings and/or trainings to USAID staff at all levels on various HR topics, as requested. Draft and ensure standard operating procedures (SOPs) and job aids are up to date and saved accordingly. Monitor, interpret, research and provide recommendations to the. HR Specialist and EXO management team on guidance provided in the Agency Notices, ADS updates and Embassy Notices on new and/or revised personnel policies and procedures concerning USPSCs, TCNPSCs, CCNPSCs and USDHs. Provide orientation for all new CCN employees including distributing the Locally Employed Staff (LES) Handbook, policies/procedures and other documentation.

Prepare and distribute check-in and check-out sheets to CCN employees. Ensure that check-in and check-out sheets are completed and filed in personnel folders. Create and maintain personnel files and contract folders for new CCN employees. Ensure that new employees sign a copy of their Position Description and file copies in PER and contract folders. Conduct periodic review of personnel files by reconciling both files (contract and HR files) as needed. Serve as Alternate point of contact (POC) for contracting actions such as preparing all types of personnel actions including placement, Within-Grade Increases, resignations for FSN employees and contract creation when HR Assistant (Contract Management) POC is not available.

Track and respond to various required quarterly and annual data reports related to recruitment including but not limited to the Local Compensation Questionnaire (LCQ) and position status verification requests. Perform work-related travel (i.e. training etc) as needed. Serve as an alternate requestor and buyer in the Global Acquisition and Assistance System (GLAAS), when needed. Input and manage personnel files into the Agency Secure Image and Storage Tracking (ASIST) as required.


Qualifications réquises

Education
At least two years of full time post secondary study at a college or a university in Business Administration, Management or Human Resources is required.

Evaluations

Experience
A minimum of three (3) years of related experience in human resources is required where emphasis was placed on customer service, analytical, judgmental and administrative abilities across the full range of functions performed by a Human Resources Office. Prior experience in recruitment, and organizational planning in a mid- to large-sized organization (75 -100+ employees) is required.

Job Knowledge
A strong practical and theoretical understanding of professional human resources principles, practices and terminologies is required. USAID specific HR knowledge will be gained through on-the-job training and from the immediate supervisor. General knowledge of Human Resources policies, guidelines and procedure for recruitment required.

Skills
The ability to maintain strict confidentiality and high ethical standards is required. The ability to work effectively as a team member in a culturally diverse team environment and communicate with and understand the needs of internal clients is required. Extreme flexibility to manage more than one activity at a time in the performance of daily personnel administrative related actions is required. In addition, strong interpersonal and communication skills, tact and diplomacy are required to maintain excellent working relationships with all Mission personnel. The incumbent must also be a self-starter – able to work calmly, tactfully, independently and effectively under pressure and in stressful environments. Excellent computer skills in using the Microsoft package, database management and record keeping is required as well as exceptional negotiation and organizational skills.

Language
Level IV English, French and spoken Haitian Creole are required.
