Introduction

Core purpose Under the direct responsibility of the Country Director, the Logistic & Security manager will be responsible for:
80% of the time: Ensuring the compliance of CBM and donor Logistics guidelines (management of procurement, stock, equipment, transport, etc) systems for the Haiti mission; supervise and provide logistical support to CBM office. Coordinate the logistics activities all over the mission by being in support and in close collaboration with the project staff and partner organizations. Directly manage the logistics staff; Report on regular basis about all logistics activities of CBM.
20% of the time: Ensuring the respect of CBM security guidelines in particular with transport management. Report on a set schedule with Regional and/or Global Safeguarding Manager about all security issues.

The position promotes and controls adherence to CBM logistic and security standards and procedures by CBM staff and partners. The job holder oversees the effective and efficient functioning of CBM’s logistic operations in the Country Office.

Education, Knowledge, and Professional Experience

• Previous Experience in logistics management is essential
• Minimum 3 years of Professional experience in the related field in NGO.
• Ability to work under pressure with a great level of personal organization.
• Ability to be flexible, and take on any task that may be required to support CBM Haiti.
• Ability to be Flexible in working hours and always available outside of working hours if necessary.
• Have good basic technical knowledge of IT, generators and vehicles
• Strong interpersonal skills

Main Activities
Main Tasks-He/She is the main representative of Christian Blind Mission in dealing with suppliers and companies for all issues related to logistics in coordination with other departments of CBM in Haiti; He/She participates actively in all key logistics coordination and information meetings (Logs cluster, etc.);
He/she manages: transport, inventory, assets, procurement; and is responsible for related contract management.
He/She ensures that all tasks are done in line with CBM/Donor guidelines/requirements and all documentations are filed and accessible for audit at any time; Implement procedures, templates and documents where required in order to maintain best practice principles.
GENERAL COORDINATION - Setup coordination routine systems (meetings, reports, situation points, etc.) to ensure good communication and feedback to management and program team. Provide logistic support and advice specifically to the Project team on regular basis. Ensure a pro-active link between the programs department, partners and Logistics staff (needs & support) and play a continuous interface role; as logistics activities are ongoing after hours and during weekends, He/She is expected to be available after world hours when necessary.

C. PURCHASE MANAGEMENT - Ensure the respect of CBM/Donor purchase procedure; Identify and plan the Haiti mission purchases in collaboration with the rest of the team. Ensure the quality of the purchase and the delivery deadlines; Follow up the order/purchase until delivery; Control the quantities ordered and received; Ensure regular purchases follow up in close collaboration with the administration/finance departments for payments and monthly budget follow up by means of a procurement tracking sheet. Maintain the appropriate documentation and filing.

D. STOCK MANAGEMENT- Ensure the respect of CBM (and donor if required) stock management procedure; Provide regular inventory (quarterly and yearly) for the different items stored with CBM Haiti and the partners; Plan the stock supply according to local constraints ; In charge of the warehouse management and control systems; Ensure the security and the follow up of the equipment used on the Haiti mission (identification, asset number, location, project code, cost,); Ensure the security and the follow up of the communication and IT equipment (and supplies) Follow up on all imports.

E. VEHICLE MANAGEMENT AND MAINTENANCE- Ensure the respect of CBM (and donor if required) CBM vehicle management procedure; Supervise the general follow up of the CBM fleet (consummation checks, movement planning, etc.) Ensure a regular maintenance on the different vehicles, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians; Manage transport contract negotiation with suppliers and follow up; Define the more relevant means of transport for goods delivery and process the administrative formalities related to such. Ensure that insurance, licensing and registration is always current, and relevant documentation in the cars at all times.

F. SECURITY INTERACTION - Ensure the respect of the security guidelines and adopt the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the mission (national & international staff. Work in close collaboration with the Country Director and Safeguarding Managers ( Regional and Global) for all security issues (security guidelines updates, geopolitical follow up, incident reports) and ensure all staff are aware and understand the security SOP, and transport policy.

G. TEAM MANAGEMENT - He/She ensures strict application and respect of CBM values and policies of direct supervisees. Defines, with each of them, an action plan with realistic objectives and concrete Goals to achieve; He/She supports and advises the team in the implementation of their responsibilities. He/She ensures feed back towards the team about issues potentially raised by them; He/She ensure good communication – coordination – information sharing with team through regular coordination meetings (or other if needed); He/She is concerned and aware on the personal and professional evolution of each member of the team, and their development within the CBM mission : individual interviews, oral and written evaluations; He/She ensures conflict resolution (personal and professional) within the team.

H. IT – He/She ensures the liaison for all IT issues with local IT consultant and/or Global IT Manager and help provide appropriate solutions for problems resolution. He/She supports CBM staff in their needs, requirements and emergencies in IT by relaying the information and follow up on the action plan.
Performance Criteria
• All logistics related reports are delivered on time, b. Cash balances at the Country Office are managed effectively and kept within the defined target cash balance.
• Logistic related costs are managed effectively, being maintained within budget limits
• Logistic & Security standards are complied with by the partners and Country Office; any logistic/security audit related or any other relevant critical issues are resolved expeditiously.
