Introduction

ROLE PURPOSE:
The Humanitarian Preparedness and Response Manager will provide operations support and oversight for
humanitarian response and will function as centralized team lead for categorized response in Haiti, with a response structure integrated in to the CO. The Humanitarian Preparedness and Response Manager will be focal point of emergency response and preparedness in CO.

This position will be responsible for implementation of humanitarian response management procedure and preparedness procedure, and will be accountable for ensuring SC humanitarian standard and humanitarian policy are implemented. This position support the Core Humanitarian Standard (CHS) commitments and will be championing CHS as part of below outlined:

Preparedness:
• Responsible for ensuring robust and practical emergency preparedness plans, EW systems, humanitarian contingency plan, implementing emergency preparedness procedure
• Ensuring implementation of Preparedness Actions identified in the Emergency Preparedness Planning, ensuring engagement and functions roles are assigned and followed up on.
• Ensure humanitarian capacity building needs are addressed, both in preparedness and during a humanitarian response, for both SCI and partners, following capacity assessment of SCI and its partners.
• Ensure humanitarian capacity at FO and at mobile teams. Ensure SC SSD have needed capacity and capability to response
Response:
• Responsible for implementing emergency response management procedure and ensuring key deliverables are met.
• Function as centralized Team Lead, working with operations managers, FOs, and mobile response team to implement quality humanitarian responses. Will resume leadership of response related functions.
• Will keep strategic overview, ensuring direction of travel, progress, course correction and are updating/adjusting response plans and strategies accordingly.
• Accountable for ensuring quality in categorized responses, ensuring SC standards, CHS, sectorial standards are applied in assessing and addressing the needs of children, their families and communities.
• Ensuring humanitarian responses supports strategic objectives and that joint response plans are implemented in a coordinated manner to ensure a timely, appropriate and effective humanitarian response.
General:
• Proactively identify and pursuit opportunities for preparedness, early action and humanitarian response funding.
• Ensure coordination and information management across CO and FO (PDQ, Ops, and functions)
• Work with functions to put procedures and ways of working in place according to SC policies and procedures and guidelines.
. Drive humanitarian advocacy
•Ensure SCI initiatives related to preparedness and response are developed in coordination with all key actors in country, including state entities, the UN agencies, bilateral agencies, and other international and local NGOs.
For response to the protracted situation and day to day management, the Humanitarian Preparedness and Response Manager will follow CO structure, where humanitarian response manager will provide support to program operations managers and ensuring overall response management and oversight.


Fonctions

KEY AREAS OF ACCOUNTABILITY:
Having oversight over the development of relevant budgets, aligned with the Response Strategy objectives, for the duration of the response and for multiple sites and multiple sectors where appropriate.

Programme Support (typically will be for large/complex emergencies working with limited support):
• Lead on the Humanitarian Response, strategic and operational planning and reviews, in line with the Country Strategic Plan and Save the Children global guidelines.
• Take overall lead to ensure integrated project management and, linking functions
• PDQ and OPS, and, advisory and support to field offices/programmes are in place and efficient to enable effective and impactful humanitarian programme/project implementation according to donor guidelines and Save the Children minimum standards
• Take overall lead in compiling the Humanitarian Response monthly, quarterly and annual progress reports against the Response Strategy and relevant operational plans.
• Take overall leadership on ensuring operational staffing needs (both national and international) for emergency programmes are met – this will include scale up of teams as well as scale down at the end of a response. This will include leading on staffing structure, recruitment, and performance management.
• Ensure that the minimum standards of humanitarian relief are maintained in accordance with the CHS, Sphere Charter and Red Cross Code of Conduct.
• Ensure strong accountability to beneficiaries, in accordance with the CHS and SC standards.
• Coordinate with SC members and HQ teams to ensure that operational backstopping support is in place.
• Oversee the delivery of capacity building plans to develop the requisite operational competencies in operational staff, for emergency operations.
• Coach and mentor operational surge capacity staff and national level counterparts and link in to wider organizational talent development mechanisms.
Representation & Advocacy & Organizational Learning:
• Represent Save the Children’s emergency response on a national, regional and international level to donors, the media and members of the humanitarian community.
• Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed
• Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
• Support implementation of Humanitarian analytical approach (HAA) incl. response review framework(OCR, RTR, AAR and EHA) and ensure follow up and implementation of recommended actions
• Pro-actively identify advocacy opportunities, case studies and research opportunities, which link with wider organizational strategic objectives, and turn these into action.
• Support organizational level operational practice, innovation and learning in consultation with relevant advisory teams.

Qualifications réquises

QUALIFICATIONS AND EXPERIENCE
Essential
• Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state; and/or extensive experience of setting up responses in out of area contexts (either where no SC presence or CO presence); and/or extensive experience of working in high income contexts
• Previous experience of managing programme teams in large-scale first phase emergency response is essential
• Degree level or equivalent field experience
• Previous experience of managing a large multi-sector, multi-national team
• Previous experience of programme management across multiple locations
• Experience of managing multi-donor, multi-site, multi-sector programmes (including ECHO, DFID and
OFDA) Security management experience across a large programme.
• Demonstrated ability to set up operational management systems in a large complex programme
• In depth knowledge and experience of logistics systems and requirements in a multi field office, multi programme setting
• Experience of supporting MEAL systems in large complex programmes
• Proven ability of mentoring and coaching
• Experience of senior level representation
• Experience of developing and negotiating successful partnerships with institutional donors
• Ability to write clear and well-argued assessment and project reports
• Excellent communication skills
• Proven ability to influence change at an operational and strategic level
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• A high level of written and spoken English, French and Creole
