Introduction

The major responsibility of the Capacity Building Officer is to manage and coordinate issues of governance, capacity building and complaint and feedback support and training to the partners in the GBV project. This will also include issues of Child Protection, Gender and accountability. S/he will coordinate the compilation of complaints and ensure feedback to beneficiaries and all stakeholders is provided. S/he will also make sure that follow ups on non-concluded complaints are done. The position holder will be expected to support the building of capacity of local partners on issues of good governance, project management, in order to promote transparency, accountability and effectiveness in the project implementation.


Fonctions

KEY AREAS OF ACCOUNTABILITY
Capacity building:
• Together with the Partnership Advisor, conduct a participatory assessment process together with local partners to identify the needs and develop a capacity building plan to strengthen their performance and development
• Coordinate with PDQA the thematic support required to develop quality implementation
• Coordinate with SC operation and finance departments to ensure timely and quality implementation of sub-grants
• Build the capacity of project partners on issues of good governance to ensure transparency and accountability by using community scorecard methodology among other tools.
• Coordinate and champion gender and child protection and ensure it’s mainstreamed in all project activities, identifying the key contacts within SC to support the capacity building
• Ensure gender and child protection messages, aimed at the prevention of discrimination and abuse are disseminated to the targeted communities and stakeholders.

Technical roles on Accountability:
• Provide support on designing and implementation of adapted accountability mechanisms and reporting by working closely with fellow MEAL staff and local partners to ensure participant (downward) accountability.

Complaints and Feedback Mechanism:
• Manage Complaints/feedback and response mechanisms (CRM) including systems that effectively manage complaints by consolidating complaints and feedback that has been received for the project activities.
• Coordinate systematic information sharing and community engagement systems including community drama performances, focus groups with participants.
• Produce periodic reports and sharing and information with various stakeholders, partners and communities.
Occasional, Significant Duties:
• Any other duties as assigned from time to time.
• Represent SC in District level technical working groups on accountability and protection issues.

Qualifications réquises

QUALIFICATIONS
• University Degree in Social Sciences, Education or any other relevant disciplines.
EXPERIENCE AND SKILLS
• At least 3 previous years’ experience of working in Accountability and/or Child Protection field.
• Experience in systematically documenting program lessons and case studies;
• Experience in electronic databases, data collection tools and reporting formats;
• Proven capacity to train and coach people at all levels.
• Knowledge in computer skills required.
