Introduction

The Monitoring, Evaluation, Accountability and Learning (MEAL) Adviser will lead the MEAL Team in Haiti and provide technical support to all programmes and project. The MEAL Advisor is responsible for the roll out of the MEAL Framework, the technical quality of MEAL processes, and working closely with PDQA and Programme Implementation to embed MEAL in programmes. In addition to strengthening the national MEAL team, the post holder will be expected to mentor and/or capacity build existing country programme staff, as well as oversee the MEAL team’s capacity building of partner staff.


Fonctions

KEY AREAS OF ACCOUNTABILITY
MEAL Leadership:
• Lead on the roll-out and implementation of the Save the Children Haiti MEAL Framework, to ensure a high quality MEAL system that generates evidence and learning in support of the Country Strategic Plan (CSP)
• Work with the PDQA and Programme Implementation teams to ensure the Haiti Country
Office meets the MEAL-related standards on Accountability, Evidence and Learning
• Work with the PDQA and Programme Implementation teams to ensure the SCI MEAL- procedures on Monitoring, Evidence, Learning and Accountability, as well as MEAL in Emergencies, are followed, and projects and programmes meet the MEAL System Quality Benchmarks
• Raise awareness on the roles and responsibilities in MEAL processes of different actors in the
Country Office, in line with the Haiti MEAL Framework and SCI MEAL Procedures
• Lead the coordination and harmonization of programme and project MEAL efforts through facilitating cross-learning and sharing of technical resources and expertise across project and programmes
• Lead on, and complete, the annual review of the MEAL Framework to ensure it reflects developments in the MEAL approach in Save the Children Haiti and the Global Results Framework
• Lead on the implementation of new MEAL intitiatives on a regional or global level in Haiti
Country Office
• Complete Program KPI reporting for MEAL related areas and provide analysis of quarterly results for Senior Management
Management of the MEAL team (through dotted line management)
• Coordinate the MEAL team through regular team meetings, one-to-one sessions with individual
MEAL staff, individual work plans and a shared MEAL team work plan for the Country Office



• Ensure MEAL staff are familiarized with the MEAL Framework, Standards and Procedures, and their roles and responsibilities in MEAL processes
• Provide technical support to MEAL staff to ensure the implementation of a high quality MEAL
system, both remote support and through Field Office visits
• Facilitate learning processes between MEAL staff through regular team meetings, to improve the quality of MEAL processes and use of evidence
• Support the technical development of MEAL staff and work with them to identify professional development opportunities, in line with their Development Objectives and the Global MEAL Competency Framework
• Support the ‘Develop to Perform’ of MEAL staff, together with their direct line managers
• Support recruitment processes for new MEAL staff

Proposal Development:
• Work with Technical Advisors to design high quality log frames, with SMART indicators
• Develop MEAL sections in proposals, in line with the Haiti Country Office MEAL Framework
• Ensure the proposal budget sets aside sufficient funding for MEAL activities
Monitoring and Evaluations:
• Design and develop MEAL Plans and Indicator Performance Tracking Tables (IPTTs) for all new projects and programmes
• Work with the MEAL Officers and Programme Implementation Teams to ensure the MEAL Plans are implemented and the IPTTs are regularly updated to reflect progress (monthly basis)
• Work with Technical Advisors and MEAL officers to develop appropriate monitoring tools, including Quality Benchmarks for key activities, and ensure tools are programmed in KoBo
Toolbox and widely accessible
• Work with MEAL Officers, Technical Advisors, and Programme Implementation team to ensure monitoring data is analysed and used for decision-making through action plans
• Ensure timely preparation of evaluations, assessments, and studies through the Evaluation and
Research tracker, which is regularly updated
• Provide technical support to, and quality assurance of, the development of Terms of Reference for baselines, evaluations, asessments and studies
• Co-lead, -develop and -implement baselines, assessments, and studies with relevant Technical
Advisors, and work with them to ensure strong analysis
• Provide technical support and quality assurance to the management of external consultants for final evaluationsWork with PDQA and Programme Implementation teams to establish a response management process following the completion of evaluations, assessments, baselines, studies, to ensure findings and recommendations are actioned
• Work with PDQA and Programme Implementation teams to share findings more widely across, within the Country Office, and outside of Save the Children

Accountability to Children and Communities:
• Ensure the streamlining of child participation in MEAL processes
• Lead on the implementation and analysis of Accountability Assessments for existing and new project and programmes, to identify children and communities’ preferences to share feedback with Save the Children and partners, and information needs they have
• Using analysis from Accountability Assesments, design appropriate, responsive and chlild- friendly Feedback and Reporting Channels and work with MEAL officers and Programme Implementation teams to design implementation plan for those channels
• Using analysis from Accountability Assessments, work with MEAL staff, Programme
Implementation team, and Technical Advisors to identify 1) what information should be shared,
2) how to share it and 3) when to share it with children and communities
• Provide technical support to MEAL Officers and Programme Implementation teams to implement Accountability activities



• Work with the Child Safeguarding Focal Point to ensure activities are carried out to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy.
• Ensure that Feedback and Reports are handled in line with the Feedback Handling Standard
Operating Procedure, with confidentiality and in a timely manner
• Oversee the management of the Feedback database, quality assure information and oversee referral of feedback and reports to the appropriate focal points
• Provide technical support to MEAL Officers and Programme Implementation teams to ensure the feedback loop is closed meaningfully, timely and with quality.
• Produce analysis of feedback and reports on a monthly basis and circulate findings, to help inform decision-making and improve programme quality
• Ensure key findings from the Accountability system are shared with Members and Donors through regular reporting processes and feed into proposal design
• Work with Programme Implementation teams and Technical Advisors to identify opportunities for (child) participation throughout the programme cycle to inform programme design and delivery
Learning and Knowledge Management:
• Encourage and lead the sharing of learning and evidence within the Country Office, as well as sharing learning learning regionally.
• Support the PDQA Director in the development and impementation of the Learning Agenda
• Provide technical support to design learning methodologies, e.g. for lessons learned workshops
• Work with MEAL Officers and Programme Implementation Teams to ensure learning is included as part of monthly review meetings
• Work with MEAL Officers, Programme Implementation Teams and PDQA to ensure lessons learned workshops are organised throughout the programme cycle and action plans are in place
• Organise monthly learning sessions for all staff on different topics
• Work closely with relevant stakeholders in Save the Children Haiti to document and store learning
• Ensure tools, reports, meeting minutes, reponse management documents, are all available on
Sharepoint
• Ensures key updates are shared through a regular Dashboard, capturing progress and findings for Program KPIs, project progress, Quality Benchmarks, Accountability, etc.

MEAL in Emergencies:
• Ensure MEAL in Emergencies preparedness actions are implemented, in line with the MEAL in Emergencies System Quality Benchmarks, such as ensuring Emergency Response Team staff have received appropriate training, the MIRA tool is programmed in KoBo and up to date, key templates are readily available, etc.
• Lead on MEAL for emergency responses, including the set up of appropriate monitoring systems, accountability approaches and learning activities, in line with the Save the Chidlren MEAL in Emergencies Procedure
• Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Core Humanitarian Standard, Sphere Charter and Red Cross Code of Conduct. With support from senior colleagues, work with sector technical specialists to ensure quality monitoring systems are set up to ensure adherence of programmes to minimum standards.

MEAL Capacity Building:
• Identify learning and training opportunities for MEAL and other staff and work as a mentor and role model for MEAL staff
• Ensure MEAL capacity building plan is in place for MEAL staff and other staff engaging with MEAL
processes
• Lead on the capacity building in MEAL of partner staff, in line with partner needs



• Conduct training and awareness raising activities for Technical Advisors and Programme
Implementation staff at field and country-office level, such as MEAL Framework and roles and
responsibilities, and specific areas such as Accountability, Analysis, Quality Benchmark monitoring, etc
General:
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

• Education to MSc/MA/MEng level in a relevant subject or equivalent field experience



EXPERIENCE AND SKILLS
Essential:
• Significant experience of undertaking a MEAL related role in both development and humanitarian context
• Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
• Experience of, and commitment to, working through systems of community participation and accountability, including child participation
• Previous experience of managing a team and managing projects
• Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
• Demonstrated ability to produce high quality analysis, both quantitative and qualitative
• Ability to work both in an advisory and a hands on implementation capacity
• Proven capacity to supervise, train and coach staff
• Experience of supporting the preparation of successful funding proposals for donors
• Ability to write clear and well-argued assessment and project reports
• Excellent communication and influencing skills
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• A high level of written and spoken English and French
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
