Introduction

General Description of Haiti programme:
GOAL has been operating in Haiti since the country was devastated by a major earthquake in January 2010. GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach. GOAL Haiti has developed a strong focus on urban development and building of resilience within communities in the Metropolitan area of Port au Prince and in the South West department.
In January 2020, GOAL will be starting a new 2-year project funded by USAID-OFDA, to learn and take stock of the experiences in building resilience in Haiti. The project will explore what interventions have made progress, what learning from the wider LAC region can be adapted and applied to the Haitian context and what new and innovative solutions can be developed to increase the impact of future efforts to build resilience in this highly vulnerable country. It will aim at strengthening the transfer of knowledge and inter-disciplinary learning necessary to tackle the complex challenges faced by Haitians.

Particularly, the project will deliver the following outputs:
- Build strong relationships with and support the main Haitian Universities in ensuring that risk knowledge, understanding and assessment (Priority 1 of Sendai Framework) is well integrated into their curriculum of Higher Education;
- In collaboration with selected Haitian Universities, conduct and publish a study of resilience building interventions that identify evidence, learning and good practices to inform OFDA/Haiti strategy, and the Haitian government and other stakeholders strategies and programmes;
- Facilitate the involvement of Academics from different disciplines to develop systemic analysis and design approaches adapted to the complex Haitian socio-economic context;
- Develop and implement Action Research projects through the involvement of young Academics and students in three locations in Turgeau in Port au Prince, Croix des Bouquets in Canaan and Jeremie, based on evidence, learning and good practices identified in the study and applying a system’s approach to resilience building, providing relevant practical experiences to them as future young professionals.

As part of GOAL’s continuing efforts and commitment to ensure consistent and stable management during the project period and to maintain the highest standards in the management of the USAID-OFDA project, GOAL seeks to recruit an experienced candidate for the position of Resilience Partnership and Learning Manager in Haiti.

Overview of the role
The main responsibilities of this role will be to lead the coordination, strategic, compliance, MEAL, reporting and implementation of all the activities of USAID OFDA Partnership and Learning project including: coordination with and technical support to at least three Universities in the development and implementation of their curriculum related to resilience, coordination with the Directorate of Civil Protection (DPC), technical supervision of the Action-Research activities with the Universities, organisation of learning events and supervision of resilience-related micro-projects in the Metropolitan area and in Jeremie.

The Resilience Partnership and Learning Manager will provide overall leadership, management and strategic vision to the implementation of the USAID-OFDA project. S/he works closely with an extended team from GOAL and the partner Universities to develop, research, implement and measure the project.
Working closely with the Programmes and Systems Departments, the Resilience Partnership and Learning Manager will contribute to the design, development, implementation, documenting and sharing of best practices and procedures relating to all aspects of the project and other resilience projects in Haiti including but not limited to programme design, partnership and delivering on country strategy and annual plans. The position is based in Port au Prince with some travels to Jeremie.

Main Duties and Responsibilities
Strategy and Vision
• Lead the coordination and completion of all the activities, as defined in the proposal.
• Provide technical support and guidance to GOAL’s programme team, in the completion of works undertaken under the various GOAL’s resilience projects.
• Explore, evaluate and present new country opportunities that leverage impact and/ or complement core activities supporting resilience building in Haiti
• Actively contribute to studies, surveys and risk and resilience mapping of the current situation of the areas of intervention - drafting of reports, with suggestions for possible interventions.
• Actively participate in selected national coordination spaces with national and international organisations and promote GOAL’s tools, good practices and learning.

Other: direct support to humanitarian response as needed

Program Management and Budget Management
• Ensure consistent and effective communications with the partner Universities, within GOAL Haiti and HQ, and externally.
• Work closely with GOAL MEAL Manager and partners, to design measurement methodologies and monitor programme implementation, measure outputs and outcomes, and calibrate programme strategy and implementation accordingly.
• Provide oversight of partners’ management and ensure efficient coordination between Grants Management and Finance Teams. Manage efficient rollout of all operations in accordance with agreed work plans, budgets and implementation strategy.
• Ensure all USAID-OFDA regulations and guidelines are adhered to at all times across the programme, including preparation and revision of all reports.
• Ensure that all work follows international quality standards and best practices and that all resilience related micro-projects/interventions are technically, socially and environmentally sound.

Team Management
• Provide direct and ongoing supervision and managerial support tall project staff
• In coordination with other Project Managers (EU-Urbyaiti PM), build the capacity of GOAL Haiti and partners’ staff on resilience programming.
• Manage staff development needs of programme staff in liaison with HR Manager and management.
• Monitor and advise GOAL management on staffing needs.


Qualifications réquises

Essential
• Minimum 3 years relevant experience in successful management of development or humanitarian programmes.
• Good knowledge of Disaster Risk Reduction, Climate Change Adaptation or related field
• Relevant third level qualification or higher
• Good knowledge and proven experience in research and/or action-research design and implementation
• High level of fluency in English and French (Haitian Creole desirable)
• Experience with institutional donor funding, preferably with OFDA
• Excellent interpersonal, motivational and management skills.
Desirable
• Strong knowledge of the Haitian context, national and international stakeholders
• Fluency in Haitian Creole is a strong advantage
• Experience with capacity building
