Introduction

A key member of USAID/Haiti’s Office of Economic Growth and Agricultural Development (EGAD), the Agriculture and Livestock Specialist is the Mission’s primary advisor for livestock, and one of the Mission’s primary technical advisors for agriculture. S/he collaborates closely with all technical teams in EGAD and in other USAID/Haiti offices that contribute to the goals of enhancing resilience and food and economic security; ensures coordination with other sectors of the Mission’s portfolio; serves as the point of contact for the Ministry of Agriculture and other relevant host government agencies on livestock-, agriculture-, and resilience-related issues; represents the Mission in coordination with multilateral and bilateral donors and international organizations; and works with all of the appropriate bureaus, agencies, and points of contact in Washington, Haiti, and the region to ensure achievement of USAID/Haiti’s agricultural development, food security, and resilience goals. The Agriculture and Livestock Specialist participates in sector-wide assessments, assists in institutional reforms, and represents EGAD in all forums at which agriculture and livestock issues are considered.


Fonctions

The primary function of the Agriculture and Livestock position is to serve as technical advisor in the design, implementation, and monitoring of agriculture and livestock activities. The incumbent will play the principal role in providing leadership and oversight to a series of agricultural development and resilience activities, particularly related to the livestock value chain. This portfolio will consist of a series of inter-related activities including livestock and agricultural policy, markets, trade, technology development and transfer, agribusiness, agriculture, and livestock support services and food security. S/he will also provide or arrange for the provision of support to partner organizations for developing, implementing, monitoring, and evaluating strategies and activities designed to improve the availability of agricultural and animal production and health technologies and practices.

The Agriculture and Livestock Specialist will arrange for the collection, inventory, and dissemination of relevant agriculture and livestock information to appropriate EGAD staff, partners, clients, and other USAID and inter-agency staff as required, and will provide technical leadership for design, evaluation, and monitoring of relevant programs funded by other USAID/Haiti offices.

EXPERIENCE: A minimum of five years of progressively responsible experience in agriculture and/or livestock production, marketing, and trade, in the context of international development, is required. Experience in the analysis, interpretation of data and the presentation of findings in written and oral form is required. The job holder must have experience working with a wide range of individuals and organizations (e.g. government, formal and informal private sector groups, etc.) in identifying and resolving complex technical, market development, and policy issues dealing with agricultural and livestock development.


JOB KNOWLEDGE: A thorough knowledge and understanding of the Haitian agriculture and livestock sectors and relevant government and non-government entities is essential. This must be complemented by a comprehensive knowledge of 1) the country's economic, political, social, and cultural characteristics; 2) its agro-ecological and livelihood zones; and 3) its major challenges, resources, and development prospects/priorities. A thorough understanding of Haitian agricultural practices, market conditions, and government policies is required, particularly related to livestock. Knowledge of agriculture, food industry and trade practices and their political, economic, technical, and social implications as applied to agriculture are required. Familiarity with Haitian government offices and trade associations concerned with agricultural imports is required.


SKILLS AND ABILITIES: The incumbent is expected to exercise logical, competent judgment, ingenuity, and initiative in researching, interpreting, planning, and adapting guidelines that exist to real world agricultural and livestock opportunities and constraints relative to agricultural and livestock production and agribusiness development in Haiti.


The incumbent must have the ability to obtain, analyze, and evaluate a variety of data and information; and to organize and present it in concise written and oral form in both English and French, to a wide variety of audiences. The ability to independently plan, develop, manage, monitor, and report on important and complex projects and activities related to agriculture and livestock.


The demonstrated ability to work collaboratively and effectively with a range of professional counterparts at all levels, including at technical and very senior levels, including those from host country governmental and non-governmental organizations in Haiti, other U.S. government agencies, and other donors. The candidate must demonstrate cross-cultural sensitivity, tact and poise, as s/he will be called upon to interact with high-level officials from a range of cultural backgrounds, including senior political and private sector representatives.


The ability to work effectively on teams is required. A proven record of effective, team-based working relationships, from staff to policy-making levels, with a wide range of individuals and organizations, including technical experts and contractors, host country partners (public and private sector), and international organizations is required.


The incumbent must be able to independently establish and maintain an extensive range of contacts with senior-level Ministerial officials and private sector representatives in order to explain and defend USAID project/program policies and objectives. Ability to prepare in English, French, and Creole precise, accurate, and factual analytical reports is essential.


The incumbent must be able to conduct mathematical summations and statistical calculations as required. He is expected to plan, organize, and implement events for high-level official visitors. Outstanding interpersonal and communication skills, knowledge of MS Word, Excel, and Access databases, and familiarity with research practices are all required.


LANGUAGE: Level IV Proficiency in spoken and written English and French is required for this position. Level IV spoken Haitian Creole is also required.
