Introduction
1. PROJECT BACKGROUND:
The USAID Water and Sanitation project will work to ensure sustainable, safe, and affordable water and sanitation services to stem the spread of cholera and other water-borne diseases. The project will support the scaling of water and sanitation services, with the goal of helping 250,000 people gain access to basic water services and 75,000 people gain access to basic sanitation services. The project will initially target five communes and will focus on four core elements across three components: 1) supporting high-impact and financially self-sustaining water supply and sanitation infrastructure projects; 2) integrating project activities within the local water and sanitation sector; 3) systems thinking for implementing and monitoring activities; and 4) learning and adapting based on evidence and local knowledge. The project will also implement an Enterprise Acceleration Fund to scale up private sector involvement in the water and sanitation sector through subcontracts and cost-sharing grants.

2. ROLE’S PURPOSE:
The Associate Program Manager will support the USAID Water and Sanitation Project in the planning and execution of its Annual Workplan to meet technical and financial targets. The Associate Program Manager will work under the supervision of the Senior Program Manager to support coordination across all elements of the project as part of the Planning and Coordination Team. The Associate Program Manager is a dynamic and flexible role that will facilitate technical implementation through planning, problem solving, and providing surge support to specific activities as required. The Associate Program Manager will also support the Technical Team and Operations Team by planning technical interventions in line with both the project’s timeline and logistical requirements to ensure effective implementation.
3. OBJECTIVES:
1. Support the Senior Program Manager, Chief of Party (COP), and Component Leads to ensure proper planning and implementation of the Action Plan and Annual Work Plans, tracking budgetary and coordination needs;
2. Work to identify any implementation bottlenecks and develop/propose solutions to the Senior Program Manager and COP;
3. Support the Senior Program Manager and COP in coordination between technical units including the Cross-Cutting Technical Team, Engineering Team, Monitoring and Evaluation Team, Business Development Team, and Communications Team;
4. Lead preparation of focus group discussions, workshops, training and meetings/conferences as needed; and,
5. Other tasks as assigned by the Senior Program Manager and the Chief of Party.
Qualifications réquises
Qualifications:
• Bachelor’s degree in a relevant field required (such as International Development, Social Sciences, Economics, Business Administration);
• 3-5 years of relevant professional experience, including field project management (preparing scopes of work for consultants, tracking and managing partners and subcontractors, contributing to work planning, and monitoring budgets);
• Experience working with local or international organizations and NGOs;
• Previous experience working in Haiti is highly preferred;
• Experience working with USAID implementing partners, management systems and knowledge and understanding of USAID rules and regulations is strongly preferred; and,
• Advanced (reading and writing) in French or Creole is required. Advanced proficiency in English (reading and writing) is preferred.
Skills
• Excellent organizational skills and ability to prioritize multiple concurrent tasks;
• Excellent writing and editing skills in French/Creole and strong knowledge of English;
• Knowledge of software including Microsoft Word, Excel, PowerPoint, Outlook, and Microsoft Project (and/or other project management software);
• Ability to take initiative, problem-solve, implement (and improve as needed) systems for management and monitoring of activities;
• Ability to work with minimal supervision;
• Good judgment, discreetness, rigor, seriousness, honesty, discretion, sense of humanitarian ethics; and,
• Good interpersonal relations with other technical and operations staff members with a variety of cultural backgrounds.
Reporting:
The Associate Program Manager will report directly to the Senior Program Manager.
