Introduction

1. PROJECT BACKGROUND:

The USAID Water and Sanitation project will work to ensure sustainable, safe, and affordable water and sanitation services to stem the spread of cholera and other water-borne diseases. The project will support the scaling of water and sanitation services, with the goal of helping 250,000 people gain access to basic water services and 75,000 people gain access to basic sanitation services. The project will initially target five communes and will focus on four core elements across three components: 1) supporting high-impact and financially self-sustaining water supply and sanitation infrastructure projects; 2) integrating project activities within the local water and sanitation sector; 3) systems thinking for implementing and monitoring activities; and 4) learning and adapting based on evidence and local knowledge. The project will also implement an Enterprise Acceleration Fund to scale up private sector involvement in the water and sanitation sector through subcontracts and cost-sharing grants.


Fonctions

2. ROLE’S PURPOSE:
Under the supervision of the Enterprise Acceleration Fund (EAF) Manager, the Grants Officer will support the USAID Water and Sanitation Project grant program activities from the time of application to approval, monitoring of grant performance, draft request and justification for modifications.

3. RESPONSIBILITIES

• Maintain records of all grant activity from the application stage through disbursement and works with the technical team to ensure grant activities are being technically monitored.
• In collaboration with technical staff and EAF Manager, review all sub-grant applications, deliverables and financial reports for quality, contractual consistency, accuracy and compliance with USAID regulations.
• Work closely with EAF Manager in ensuring adequate planning and preparation for all sub-grant implementation requirements including pre-award risk
• Work with the EAF Manager to ensure that proper preparation and execution of APS and RFAs, documents, and disbursements under the project are in line with USAID and DAI procedures;
• Draft appropriate documentation and/or provide information for procurement waivers/approvals for review by the EAF Manager;
• Work with grantees to ensure they are provided with suitable technical advice and assistance to properly utilize grant funds, build successful partnerships, and ensure successful adherence to reporting requirements;
• Ensure completeness of each grant record in TAMIS;
• Assist the EAF Manager with close-out of completed grants;
• Perform other duties as required.


Qualifications réquises

4- Qualifications Requises

Bachelor’s degree in Business, Economics, Administration, Finance, Accounting, Project Management, or related field required;
At least 3+ years of professional experience in grant management, procurement, finance or equivalent;
Familiarity with USAID administrative procedures is preferred;
Prior experience working on on donor funded projects required;
Demonstrated ability to work and coordinate effectively with a wide variety of colleagues and independently;
Demonstrated ability to communicate well, verbally and in writing;
Fluency in French, Haitian Creole is required and English is preferred.
Prior knowledge of DAI systems is a plus.
