Introduction

Santé is a program of the United States Agency for International Development (USAID) in Haiti implemented by Caris Foundation International, Catholic Medical Mission Board (CMMB), Haitian Health Foundation (HHF). Santé works in close collaboration with partners nationwide to support the Ministère de la Santé Publique et de la Population (MSPP) in ensuring health service delivery in over 160 clinical sites and in the community. Santé works in all ten Departments in Haiti, including the major inhabited islands.


Fonctions

This person will be responsible for technical direction of service delivery activities, ensuring that Santé’s strategy is aligned with the project’s vision, objectives, and plans to achieve results. With guidance and support of the Deputy Chief of Party (DCOP) the Technical Director will coordinate the provision of technical services, assure the integration between project program areas in child and maternal health, family planning and reproductive health, HIV-AIDS/TB, nutrition, WASH, emergency preparedness, and health systems strengthening. The Technical Director will set a positive tone for the project and inspire the technical staff to apply results-based approaches for delivery of quality health services. The Technical Director will contribute to documentation of project successes and lessons learned as well as quarterly reports.
Some specifics responsabilities :
- Represent Project Santé at all fora, workshops, meetings held by USAID and GOH, aimed at revising standards, norms and protocols of care.
- Take the lead or participate in the preparation of monthly, quaterly and annual reports as requested by GOH officials and USAID.
- Coordinate project liaison and collaboration with partners, donors, USAID, clients and stakeholders.
- Build capacity of site team members and government teams at the facility, departmental and national level
- Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collaborative atmosphere that fosters respect and mutual support to ensure success.
- Advise the DCOP in alignment of human resources with project work plans and emerging SOW from USAID, Santé partners and partners, including on external sourcing of human resources and consultants.
- Set direction and coordinate annual workplan development, implementation, and review. S/he will identify opportunities for integrated planning and implementation creating synergies between various program areas.
- Guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks.
- Contribute to a knowledge management system where the donor vision and government values reach beneficiary communities, and the learning from community level is documented and shared to influence new programming at national and regional levels


Qualifications réquises

- An advanced degree at the Masters level or above in social science, public health, or other appropriate area is required. Medical doctor preferred.
- 10+ years of experience in the implementation and management of international development projects, specifically, with combined experience in two or more technical areas such as child and maternal health, family planning and reproductive health, HIV-AIDS/TB, WASH, emergency preparedness and health systems strengthening.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations
- At least 5 years of supervisory experience. Must have a proven track record of building teams and fostering collaboration to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects
- Fluency in French and English required. Haitian Creole is a plus.
- Willingness to frequently travel to sites and other areas as needed.
