Program description
In partnership with the United States Centers for Disease Control and Prevention (CDC), ICAP is conducting Population-Based HIV Impact Assessment (PHIA) studies in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide the allocation of resources based on evidence, and integrate capacity building in stakeholders in the design, conduct analysis and use of PHIAs.
ICAP, in partnership with the Ministry of Public Health and Population (MSPP) and the Centers for Disease Control and Prevention (CDC), is planning to conduct a PHIA to estimate the population-level impact of national HIV prevention, care and treatment programs in Haiti. In addition to providing important programmatic information to the MSPP and relevant stakeholders, the assessment of the national HIV program is of great value to HIV researchers and public health experts around the world.


Fonctions

Key Duties and Responsibilities
Reporting to the Lab Advisor for Haiti PHIA who will be responsible for overseeing the laboratory component of the PHIA within Haiti. The Laboratory Coordinator will also work closely with the in-country sub-contracted lab organizations, CDC, MSPP, and in-country lab sub and survey teams to ensure that laboratory samples are correctly collected, processed and transported and that results are returned in a timely manner. The Lab Coordinator will also ensure central laboratory technicians adhere to ICAP rules and regulations governing the laboratory procedures and standard operating procedures. This position is grant funded.

S/HE will:
• Activate the central lab using activation checklist
• Ensure the availability of all supplies for testing at the central laboratory level
• Ensure the availability of cold chain for reagents that require cold chain
• Prepare supplies and QC samples for the training
• Prepare training samples from plasma, whole blood and DTS for training
• Coordinate the distribution of EQA and QC samples for the survey
• Prepare supplies for the training in collaboration with ICAP lab advisor
• Participate in the training (T0, T1, T2, T3, T4, and field practice)
• Coordinate sample reception from satellite labs at central lab
• Use the Laboratory Data Management System (LDMS) at the central lab
• Maintain permanent and temporary storage of specimens upon receiving from the satellite labs
• Check the uploading of results to the Westat website
• Ensure the Laboratory Data Management System (LDMS) working properly as per the HAPHIA standard operating procedure Molecular testing
• Review weekly laboratory reports provided by the laboratory subcontractor and assist the Lab Advisor with preparing regular progress report.
• Perform other duties as assigned by the Lab Advisor


Qualifications réquises

MINIMUM QUALIFICATION AND PROFESSIONAL REQUIREMENTS
• Bachelor’s degree in microbiology or related field (MPH is a plus)
• 6+ years of experience managing a clinical or research laboratory
• Extensive knowledge and experience in design, implementation and management of laboratory services in HIV programs
• Knowledge/experience of procurement procedures and equipment/supply/stock tracking and inventory
• Experience with lab-related data management systems (LDMS)
• High level of proficiency in relevant computer applications, particularly excel
• Excellent interpersonal management and communication skills
• Proficient in French, English, and Creole both spoken and written


Conditions particulières

TRAVEL REQUIREMENTS

• 50% periodic domestic travel throughout Haiti to support the coordination for HaPHIA
