LOCATION: Port au Prince, Haiti with 30% in the field
CONTRACT LENGTH: 2 YEARS
CHILD SAFEGUARDING: (select only one)
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


Fonctions

ROLE PURPOSE: Lead the development planning, monitoring and evaluation of a high quality, innovative emergency and long term Food Security and Livelihoods (FSL) program with a special focus on reducing child poverty and supporting child centred social protection. Through growing and developing high quality FSL programs and building the capacity of the livelihoods staff and teams, the FSL Technical Advisor will make an outstanding contribution to realizing the rights of children in Haiti, in line with Save the Children’s Global theory of change and the requirements/strategies of SC Members.

Role Dimensions: capacity building and succession planning, strategy and positioning, program development, proposal development and reporting, technical oversight, representation, advocacy.
Over the next few years, the Save the Children Hait Country Program will engage in the emerging national dialogue on social protection. The initial priority of the post holder, together with senior national FSL staff and teams, will be to develop and implement an advocacy strategy, using evidence from research (particularly HEA, Cost of Diet, and CEP study) as well as operational experience, to promote social protection as a mechanism that can contribute to preventing malnutrition and build resilient livelihoods. Working with strategic partners, the post holder will successfully influence key social protection debates and inform national policy development for social protection in Haiti. The post holder will also ensure FSL program growth for humanitarian, recovery and development programming and provide quality assurance to existing interventions. Additionally, the post holder will represent the Country Program to relevant national government entities, INGOs, local NGOs, UN Agencies and donors and lead FSL proposal development process.

KEY AREAS OF ACCOUNTABILITY :
Leadership and Representation
• Provide inspiring leadership to FSL program by communicating Save the Children’s vision and strategic purpose to partners and by guiding the team in developing compelling vision and strategy for the programme in Haiti
• Provide leadership and support in developing a high quality FSL program through integration, expansion and growth of existing programs and strengthening links with other sectors as appropriate
• Represent the Country Program on national, regional and international networks and fora, and participate in conferences/meetings, building the Country program reputation as a leading FSL agency in Haiti
• Build strong networks with other NGOs, CSOs, UN agencies and academic institutions working on FSL to collaborate on joint learning, analysis and advocacy initiatives
• Actively participate in technical coordination meetings to ensure synergies with other agencies in our emergency responses and development work.

Program Development and Quality
• Oversee the design and implementation of a high quality Child Poverty strategy, ensuring
complimentarity with the other sectors (child protection, CRG, education and health).
• Work with SC members to develop funding strategies and proposals to expand the FSL portfolio in line with strategic priorities and technical best practice from a range of sources including institutional donors and private funds.
• Identify internal and external capacity building opportunities and resources for technical staff to build knowledge and technical competence to provide high quality technical assistance to FSL projects, focusing specifically on: social protection; building resilience, cash plus and nutrition sensitive
livelihoods
• Participate in the development of key internal documents including: Child Rights Situation Analysis (CRSA), Thematic strategies, Country Annual Plan (CAP) and Country Annual Reports (CAR).
• Support the development and implementation of an effective monitoring and evaluation framework for the FSL program, support program implementation teams in developing and implementing project specific M&E frameworks and ensure monitoring information is analysed and shared.
Advocacy, research and organizational learning:
• Ensure evidence of impact of interventions is rigorously maintained, documented and disseminated
internally and externally as appropriate, to contribute to improvements in program quality and advocacy efforts.
• Identify priority FSL policy and advocacy objectives relating to social protection and ongoing advocacy work and develop and lead advocacy strategies and plans.
• Develop policy briefs and position papers ensuring the inclusion of technical input from the relevant project managers. Lead in networking and articulating Save the Children’s position, policy and strategy in national forums and meetings.

Qualifications réquises

EXPERIENCE AND SKILLS
Essential
• Post-graduate university degree in, agriculture, FSL or related field and/or 5-8 years of international work experience in FSL program development, including representation and policy level work in a developing country.
• Demonstrated knowledge and experience of: FSL program development implementation and growth and experience in working with a wide range of donors
• Knowledge and experience of a range of FSL programming including: social protection, nutrition and food security
• An in depth understanding of international development issues related to FSL and knowledge of the current situation in Haiti.
• Ability to analyze information, evaluate options and to think and plan strategically.
• Proven skills as a trainer/facilitator and mentor.
• Experience of working at both policy and implementation level ideally with some emergency program experience.
• Experience in all aspects of programme development, proposal writing and budget development.
• Demonstrated ability to work effectively in politicised and multi cultural settings with a wide variety of stakeholders.
• Excellent interpersonal, communication and representation skills.
• Fluency in written and spoken English and French.
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Ability and willingness to travel domestically and internationally.
