Introduction




Reporting to Chief of Party, the Deputy COP/Senior Advisor for Public Finance will provide leadership for technical assistance to the GOH in implementation of the Public Finance Framework and related leveraging land value initiatives. The Advisor should possess the leadership qualities, management skills, technical expertise and experience, professional reputation, written and oral communication, and interpersonal skills to fulfill the diverse technical requirements of this position. S/he will have responsibility for oversight of the design and implementation of property finance programming, translating global experience, research, and policies to the Haiti context.



Fonctions

Key Responsibilities:
work with Mayor office and tax authorities to propose new innovative land tenure financial products
•work with authoritie to to support betterment Leavy and land tenure achievement approach propose by the project
•Lobby the municipalities and tax authorities to approve aad adopt new land tenure financial products developed
•Work with communication team to develop strategies for the buy-in of the new financial product by the inhabitants in the targeted project area
•Support the implementation of new land Tenure financial products developed under the project and capture and document the lessons learn for improvement

Financial Management and Coordination
•Establish close and productive relationships with land tenure authorities, especially DGI and Municipalities of the project implementation areas
•Represent Habitat Haiti, under the request of COP/ ND at relevant coordination meetings with financial institutions and Land tenure authorities;
•Supervise the financial team of the projects, enabling them to achieve targets while providing effective leadership to teams and partners;
•Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
•Provide leadership in all aspects of project financial management to ensure consistent quality financial implementation of the project;
•Work closely with the Finance Director and Compliance team to ensure that operational and financial management systems are responsive to the project and compliant with HFHH and USAID administrative and financial procedures
•Assist with quarterly and annual reporting for the project
•Support the COP in budget planning and monitoring.
•Maintain timely and accurate financial information.
•Work closely with subcontracting organizations.
•Oversee all administrative, procurement, logistics, travel, and protocol systems.
•Develop and monitor internal systems and procedures ensuring efficient and proper use of resources.
•Serve in an acting capacity in the absence of the COP.


Qualifications réquises

1. Minimum of a master’s degree in public policy, business, finance, economics or a related field
2. Minimum five (5) years professional experience in the areas of public financing, policy, land value capture, innovative municipal financing, and/or public financial management;
3. Minimum five (5) years of experience overseeing the performance of others;
4. Demonstrated technical expertise and experience in planning and implementation of a financing strategy, including domestic resource mobilization, land-pooling, and allocation, as well as programs on property registration coverage;
5. A demonstrated successful track record of improved public financial management in low-resource country contexts;
6. She/he should have the proven capacity to lead innovative financing efforts, including performance-based financing, and development and scale-up of sustainable equity-focused and gender-responsive security of tenure schemes;
7. Demonstrated ability to work effectively with various actors, such as the Unité de Construction de Logements et de Bâtiments Publics (UCLBP), Direction Générale des Impôts (DGI), Comité Interministériel d'Aménagement du Territoire (CIAT), Ministère d’Economie et des Finances (MEF), other ministries and agencies, donors, and non-governmental organizations
