Introduction

PROJECT BACKGROUND
The USAID Water and Sanitation Project (the Project) will work to ensure sustainable, safe, and affordable water and sanitation services to stem the spread of cholera and other water-borne diseases. The Project will support the scaling up of water and sanitation services, with the objective of 250,000 people gaining access to new or improved water services and 75,000 people gaining access to basic or safely managed sanitation services. Five communes will be targeted with a focus on four core elements across three components: 1) supporting high-impact and financially self-sustaining water supply and sanitation infrastructure projects; 2) integrating project activities within the local water and sanitation sector; 3) systems thinking for implementing and monitoring activities; and 4) learning and adapting based on evidence and local knowledge. An Enterprise Acceleration Fund will also be implemented to scale up private sector involvement in the water and sanitation sector through subcontracts and cost-sharing grants.

ROLE’S PURPOSE
Position Summary:
The Crosscutting Technical Services Manager will support the USAID Water and Sanitation project by ensuring accurate collection of project data, monitoring and reporting of project results according to USAID and Government of Haiti requirements; consistent application of social/gender safeguards and environmental compliance; best use of available GIS tools and approaches; and support the effective synthesis and communication of project learning. This includes overseeing qualitative and quantitative assessments and systems mapping, and tracking project performance to inform adaptive management.

The Crosscutting Technical Services Manager will report to the Senior Program Manager and manage the work of the M&E Specialist, the Gender/Social Safeguards Specialist, the Environmental Compliance Specialist, and the GIS/Spatial Planning Specialist. Strong critical thinking, project management, and problem-solving skills are key to the success of this role. The Incumbent must be able to prioritize problems and establishes practical and achievable action plans.




Specific responsibilities include:
• Participate in individual and project performance reviews with the objective of aligning performance and activities toward project objectives;
• Provide technical leadership and direction to the Crosscutting Technical Services Team;
• Collaborate with Project staff to ensure alignment of cross-cutting activities with Components 1, 2 and 3 and with the Enterprise Acceleration Fund;
• Develop and implement systems and processes to support this alignment of the cross-cutting team with other team members;
• Work in a collaborative manner with external stakeholders to build capacity and local ownership.



TASKS AND RESPONSIBILITIES

The Crosscutting Technical Services Manager will be responsible for the following:
• Overseeing, coordinating and planning all cross-cutting technical aspects of the project.
• Daily supervision of the M&E Specialist, Environmental Compliance Specialist, Gender/Social Safeguards Specialist, and GIS/Spatial Planning Specialist.
• Ensuring continuous contact and efficient communication with Project staff and Partners across all levels, including other stakeholders.
• Drafting, editing, and reviewing content for Project documents and deliverables.
• Work with M&E Specialist to ensure development and implementation of project approaches, processes, tools and deliverables related to M&E (including the project AMEP and results reporting), CLA (Collaboration, Learning and Adaptation), and systems mapping.
• Ensure coordination with other stakeholders on the efficient and effective collection of data against agreed indicators. Oversee the timely and accurate reporting of project progress internally and to USAID.
• Work with the Gender and Social Safeguard Specialist to reflect the needs of vulnerable groups (including the poor) and gender integration across all aspects of the project work.
• Work with the Environmental Compliance Specialist to ensure development, implementation, and adherence to project environmental requirements including EMMPs. EAs, and water quality requirements.
• Work with the GIS/Spatial planning specialist to ensure that project interventions and data collection are supported by appropriate tools for precise mapping and identification.


Qualifications réquises

QUALIFICATIONS
• Fluency in oral and written English, including professional writing and editing skills.
• Master’s degree in monitoring and evaluation, the social sciences, or relevant discipline preferred. Significant study in WASH and/or program monitoring and evaluation and management.
• At least six (6) years of professional experience with international development programs, donor interventions and USAID project requirements preferred.
• Strong familiarity with water and sanitation sectors preferred.
• Familiarity with integrated water resource management; water utility management and operations; water sector reform; behavior change, and communications preferred.
• Proficiency in French and/or Haitian Creole is preferred.
