Introduction

Overview of the Position:
The Senior Manager of Operations reports to the Deputy Country Director and manages operations including facilities management, capital projects (construction and renovation), logistics and fleet management and administrative and procurement functions and 5 staff at HELP. S/He recognizes that operations is a role that provides support and service to the overall institution and assures effective responsiveness and communication with staff and students.


Fonctions

Summary of Responsibilities: Below are the major responsibilities in order of priority and tasks related to this position. Please note that this summary is not exhaustive.

A. Facilities:
• Assures that the HELP offices, dorms and classrooms are safe, secure, clean and functional. Each site is regularly maintained, and necessary repairs and improvements are completed in a timely manner.
• Supervises related staff and interns to assure fluid communication and proactive resolution of any issues.
• Assures that vendors and contractors are competent and competitive.
• Assures effective negotiation and management of leases and provides support in property purchases.
• Develops and oversees procedures for disaster preparedness.

B. Capital projects:
• Assists the Deputy Country Director with all aspects of capital procurement including vendor selection for capital projects.
• Oversees capital contract supervision, verifying the work specifications and proper implementation, providing regular reporting on all projects and proactively identifying any issues.
• Coordinate communication and support for contractors.

C. Administration/Procurement:
• Supervises Administrative Manager and works collaboratively with the Accounting team to assure systems are in place for timely purchasing of requested and approved materials.
• Assures that HELP vendor list is regularly updated and that all procurement polices are followed explicitly to assure resources are used efficiently.
• Oversees the annual inventory process and puts systems in place for day-to-day inventory management of all HELP materials.
• Creates and maintains an effective system of contract and lease management.

D. Logistics and Fleet Management:
• Supervises drivers and dispatch to assure effective use and maintenance of vehicles and regular training of staff.
• Update policies and procedures for drivers and maintenance.

E. IT:
• Works collaboratively with IT Coordinator to assure support for efficient connectivity for HELP Center and IT Lab.

F. Other:
• Provide additional support as needed and requested by the HELP Direction (e.g. PR, Outreach, recruiting, fundraising, participation in meetings and HELP activities, participating on interview panels for staff and students, etc.).

These indicators are used to guide the performance evaluation for this position. Please note, that these indices are not exhaustive but they are meant to help the employee prioritize her/his work and for his/her supervisor to follow his/her performance:
1. Tools created and maintained for effective maintenance of facilities and vehicles.
2. On time reporting and proactive communication and resolution of problems.
3. Staff and students report satisfaction with support from operations.


Qualifications réquises

Minimum Qualifications:
- Education: Bachelor’s Degree in Management or Engineering or other related degree
- Work experience: 5 years of job-related work experience
- Essential skills: Microsoft office, effective written and oral communications skills
- Language(s): Proficient in English, French and Creole
