Fighting Poverty in Haiti

Decades have passed and poverty still persists in the world in spite of myriads of program "designed to eradicate poverty worldwide." Obviously these programs, implemented mostly by NGOs, are not working considering the billions invested in the fight. One study even claimed that poverty is part of someone's DNA. Alas, sounds like "Lysenkoism" of the 1920's.
Well, the best way to eradicate poverty is though capitalism. The US economic engine is small businesses, though under attack today, they are still the main employment growth engine of the US. Therefore, fiscal policies that support SMBs in Haiti by simplifying business formation similar to that of the US, access to capital at low interest cost through an organization model after the SBA, a nationwide infrastructure for open market vendors, free business education to entrepreneurs and vendors, a transparent DGI (IRS), and the enforcement of law and order to encourage foreign investments are just a few ways to alleviate the centuries of poverty in Haiti.
Right now Haiti doesn't have a dynamic economic growth system because, partly, the country is too dependent on foreign aid including the Diaspora and NGOs for services etc. The other issues are culture base and difficult to resolve but not impossible. Foreign mingling may be part of the equation because financial dependence equates to donor control and influence. However, only Haitians can resolve their socio-economic issues for we know what's best for us. Until we take our destiny in our hands, no one, no matter how well intentioned, can lead us to prosperity as a nation. Foreigners can help by coaching to a certain extent, but not by leading.
It hurts to think that the country where the late General Puller (USMC) gained experience in small unit tactics and jungle warfare, fighting against the Cacos with the Haitian Gendarmerie, that he later incorporated in Marine Corps training is now dependent on foreign aid, its Diaspora and NGOs.
The resources are there but only Haitian resolved can move the country away from dependence to self sufficiency.

May be we need Haitian leaders like the late General Chesty Puller.
