Introduction

Ayiti Pi Djanm (“a Stronger Haiti”) is a five-year project that is reaching nearly 90,000 participants and more than 17,000 households across 12 communes in the Sud and Nord-Est departments of Haiti to improve food and nutrition security and resilience to shocks. Recognizing that families exist in a larger social environment and do not build resilience alone, the consortium led by Catholic Relief Services (CRS) is partnering with communities to build resilience capacities at the household and community levels, as well as transformative capacity at structural levels. The project features an innovative market system approach that uses Title II commodities to catalyze private sector investments that will help develop locally produced foods and create new agricultural livelihood opportunities.

Objectives
The primary goal of the assignment is to work with APD private sector partners to transform, package and market products utilizing Title II commodities in accordance with their contractual agreements and the Ayiti pi Djanm goal to build resilience among vulnerable households. The consultant will ensure that there are clear milestones and workplans in place as well as direct communication between CRS and the private sector partners on progress against these plans. The consultant is responsible for capacity strengthening and accompaniment as well as creating and reinforcing connections to other experts in the field to ensure partners area able to deliver on their agreement. The consultant will bring their experience launching similar products internationally with the goal of adapting lessons learned to the Haitian context. Objectives for the assignment include:
1. Coordinate with Operations teams to ensure Title II commodities are cleared through customs and received at the partner warehouse
2. Ensure quality control and fumigation management plans are in place in accordance with USAID requirements
3. Support to Each partner for the development of clear, detailed workplan to ensure delivery of contractual obligations on a timeline which aligns with Ayiti pi Djanm activities
4. Make sure communication systems are in place to ensure direct and clear exchange of information with each of the private sector partner and CRS
5. Put in place system to ensure blended porridge partner is working closely with Washington University nutrition specialist, marketing consultant, and processing specialists to support product development
6. Put in place a Monitoring and evaluation systems to track the progress of partner activities
7. Capture research, lessons learned, and success stories for the private sector approach
8. Coordinate with private sector partners to inform the design of voucher programs and program activities
9. Participate in development of the SOW for the APD voucher program using transformed commodities
10. Support partners in planning to participate in voucher program

Deliverables
Deliverables include:
1. Meeting notes from regular meetings with each private sector partner
2. Meeting notes from regular meetings with porridge partner, Washington University, marketing consultant, and processing specialist
3. Maintain tracker and key action step lists for the receival, clearance, and in-country transport of Title II commodities.
4. In collaboration with operations team, maintain database of arrival, discharge, and return of all containers for Title II commodities.

5. Submit call forward on a timely manner in collaboration with the project AER and the program needs.
6. Revised and updated SOW for each private sector partner in preparation for Year 2 amendments of partnership agreements
7. Copy of partners individual workplan for four commodity pathways
8. Consolidated workplan for Private Sector Engagement for APD
9. Final SOP for voucher program including private sector partner process
10. Validated quarterly monitoring data is collected, validated and entered into program database, in collaboration with M&E Lead,
11. Validated monthly reports from partners,
12. Quarterly PSE report for APD Timeline The duration of performance of this consultancy will be six (6) months.

Essential Qualifications required
• Bachelor’s degree required, master’s degree preferred
• Proven experience in presenting, facilitating and coaching
• Minimum of five years of relevant work experience in international development, with a focus on market-based solutions and/or private sector engagement
• Familiarity with blended finance approaches for development
• Experience leveraging smart subsidy mechanisms, such as vouchers, to ensure access to promote sustainable market development without blocking access for most vulnerable
• Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles
• Fluency in French & English
