Introduction

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide technical assistance, as well as global resource partners who bring unique capacities. EpiC is also funded to prevent, prepare for, respond to, and bolster health systems to address COVID-19 and reemergence.


Description de taches

This position reports to the EpiC Program Manager and the holder of the position will be a back-up for the program manager in his oxygen ecosystem-related responsibilities. To be effective in this position , the oxygen ecosystem advisor should work closely under the leadership of the leadership of the EpiC program manager with whom he/she should maintain an open and effective communication.
1. Become knowledgeable of the technical areas of the medical oxygen ecosystem in general and in the Haitian context in Particular
2. Understand how the different parts of the ecosystem are structured in the EpiC Network of Oxygen Generating equipment including VSA/PSA Plants and oxygen concentrators
3. Be aware of the responsibilities and roles of all the stakeholders, and the sites hosting the oxygen generating equipment.
4. Participate along with the Program Manager in the meetings with key stakeholders , USAID, Sub-awardees, and the MOH.
5. Prepare ,on the behest of the program manager, the Terms of Reference of calls for proposal to hire consultants for areas of expertise not represented at the office.
6. Make follow-up with the partner organizations to plan or coordinate the field visits to assess, maintenance and/or repair Oxygen generating equipment across
7. Create and maintain a tracker to have updated info on functioning of all the Oxygen generators sites of the EpiC ecosystem network
8. Coordinate along with the EpiC program manager the biomedical training sessions on behalf of biomedical technicians , operators of Oxygen generating plants, and other relevant staff.
9. Participate, along with the program manager, in the design by a consultant of a management system for the oxygen production centers, in an effort to make those self-sufficient financially and operationally over the long run.
10. Participate along with the Project Manager in writing and reviewing scope of work for sub-awardees and consultants
11. Review monthly activity reports from sub-awardees and consultants and provide feedback.


Profil du consultant ou des consultants ou de la firme

Biomedical engineer , or biomedical technician , electrical engineer having more than 5 years of experience on biomedical -related field
Be knowledgeable about the environment of oxygen- generators in Haiti
Have extended knowledge and connection on how to procure equipment, supplies and spare parts for maintenance, repair, and installation of oxygen generators.
