The five-year USAID/LAC Reads Capacity Program (LRCP), implemented by the American Institutes for Research (AIR) and funded by the United States Agency for International Development (USAID), seeks to intensify, deepen, and expand its work in Haiti.

The LAC Reads Capacity Program in Haiti is seeking proposals from qualified vendors for the printing of story booklets that will support the continuation of early grade reading acquisition at home despite school irregularities caused by COVID-19 and socio-political instabilities in Haiti.
The purpose of this Request for Proposal (RFP) is to invite prospective vendors to submit a proposal for printing story booklets to the American Institutes for Research (AIR) in Haiti. This RFP provides vendors with the relevant information for the procurement and selection process. AIR is seeking the services of an established, experienced, and qualified printer to print and bind 11,050 story books with 75 pages each. The book will be printed in Creole language. The book will be printed on double sided bond paper 24lbs with a perfect binding type.
RFP Specifications of services to be provided:
AIR will deliver the InDesign files to the printer at the end of February, 12th 2021, and the selected company must print the story booklets with a maximum two-week (10 business day) turnaround.

A): Printing 11,050 Creole story booklets:

• Size measurement: 8.5" W x 11" H vertical orientation
• Page count: 75 total pages per book double-sided
• Color: Full color pages and full color glossy cover 12 PTS including UV coating
• Quality of material: Bond paper 24lbs
• Binding types: Perfect binding

The LRCP team provides technical support which will lead to sustained, systematic improvements in early grade literacy (EGL) capacity in Haiti. Technical support includes building capacity in curriculum and materials development for the Ministère de l’Éducation Nationale et de la Formation Professionnelle (MENFP), whose work focuses on teacher training, higher education institutions, and other education sector stakeholders including national instructional materials creators and printers, thus leading to sustained, systematic improvements in EGL capacity in Haiti.

Submitted proposals will be evaluated according to the following three criteria:

1. Price in gourdes – 50%
Specifications: Cost breakdown of printing and binding story booklets
2. Quality of previous printed materials: 40%
Specifications: Review by AIR of the quality of two previously printed samples
3.Cost Share contribution - 10%
Specifications: Discount provided on the services

Only vendors willing to honor the quoted prices submitted through the RFP process will be considered. Consideration will be given to the vendors who have demonstrated the ability to meet the requirements of the RFP. LAC Reads reserves the right to reject any or all quotations received as a result of the RFP.

Lastly, our evaluation will include review of the mock-ups from the vendors as well as site visits in order to determine the capacity of vendors to produce the materials with the requested quantity and quality.
