DAI, the implementer of the USAID Water and Sanitation Project (WATSAN) invites qualified offerors to submit proposals to supply and deliver 24 hours and 7 days armed security guard Services in support of program implementation in Cap-Haitian. WATSAN aims to reduce the prevalence of cholera and other waterborne diseases and improve the health and prosperity of the Haitian People. The Project will lay the foundation for a long- term, sustained effort to increase access to safe drinking water and sanitation in Haiti, where many communities suffer from high incidences of cholera and diarrheal disease.

The service provider will provide static, armed guard services and related support (defined below) for the WATSAN office in Cap Haitian for 24 hours a day, 7 days a week and include the following:

• Office in Cap Haitian:
o Night Time: One-armed guard to control and oversee access to the Haiti WATSAN office at this location 12 hours a day, 7 days a week
o Day time: One armed guard to control and oversee access to the Haiti WATSAN office at this location 12 hours a day, 7 days a week
• Guards duties:
o Guards shall be equipped with portable communication devices permitting 24-hour communication with company (service provider) headquarters and/or with appropriate law enforcement agencies and other designated contacts.
o Provide verbal and written security incident reports to the project provided point of contact
o Verbal reports are due within 1 hour of the incident occurring
o Written reports are due within 24 hours of the incident occurring
o Provide assistance to the project to report the incident to law enforcement agencies
o Can communicate effectively in speaking and writing in French
o Be in good physical condition and able to stand for prolonged periods of time

Risk assessments and situation reports including Port-au-Prince; Les Cayes; Jeremie; Mirebalais et Canaan on developments such as road closures, security developments and any updates that may have an impact on staff safety or project operations such as asset. or travel. Please explain how these reports are disseminated by your organization (txt sms, email, etc) and provide a sample of each for review.
