Introduction
The Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) Project is a USAID program implemented by Chemonics International in Haiti. The goal of the GHSC-PSM in Haiti project is to ensure the uninterrupted supply of health commodities in support of U.S. government-funded public health initiatives around the world. In Haiti, the project provides direct procurement and supply-chain management support to the President’s Emergency Plan for AIDS Relieve (PEPFAR). GHSC-PSM in Haiti also provides health commodity procurement services and systems support that encompass all elements of a comprehensive supply chain. As part of project activities, the GHSC-PSM project in Haiti requires the purchase of services of mechanical technicians to install five (5) new York split type air conditioning systems and troubleshoot and test three (3) Carrier units which are back-ups to the York units to determine the repairs needed to restore them to operation. The purpose of this RFQ is to solicit quotations for these services.

The purpose of this RFQ is to engage a firm or individual to provide engineers and/or technicians to install five (5) York split type air conditioning systems for Chemonics and the GHSC-PSM in Haiti project. Firms that also have the experience and capability to troubleshoot and test three (3) Carrier units, which are back-ups to the York units, to determine the repairs needed to restore them to operation are also encouraged to provide a response to the optional portion of this work.
Qualifications réquises
Compétences et qualifications requises :
- Offeror must have minimum of 2 years of experience and proven track of record in installation and/or maintenance of AC York equipment or similar brands.
- Identified technicians assigned to these tasks must have minimum of 2 years of experience in AC equipment installation and maintenance and have a certificate or diploma in HVAC or similar relevant field (provide copies of certification from recognized technical institution and letter from previous employers or supervisor indicating such certification). Must have experience installing and repairing York type air conditioning units or similar brands. Experience with Carrier units is a plus. Only certified technicians will handle the electrical and mechanical aspects of this work.
- Provide own transportation, lodging, and security for personnel performing the work in Port-au-Prince, Haiti

Chemonics Foundation Haiti is writing to inform you that the submission deadline for responses to RFQ PSM-OPS-2940 has been extended. Offers must be received no later than 6:00 PM Port-au-Prince local time on May 26, 2025 by electronically submitting the required documents to the following email addresses: psmhaitiachat@ghsc-psm.org; isaliba@ghsc-psm.org. Vendors that have already provided offers are welcome to submit revised proposals by the new deadline should they wish to.
Additionally, we would like to take this opportunity to share the list of materials for the installation that are currently in transit to Haiti with an expected arrival in late June and confirm that Chemonics’ warehouse in Port-au-Prince is still considered to be in a secure area.
