Project description
CHAMPIONS (Chanje Abitid Moun Pou Pratik Itil Ogmante nan Sante) is a 5-year project funded by the United States Agency for International Development (USAID) from 2024 to 2029, led by Institut Panos in collaboration with CIPPRESS and PESADEV. This integrated initiative intertwines Social and Behavior Change Activities with health service delivery, aiming to enhance health service utilization and cultivate healthy behaviors throughout Haiti. The project's overarching goal is to increase the adoption of targeted positive health behaviors at the individual, household, and community levels, spanning various areas of public health, including family planning and reproductive health, HIV, maternal and child health, nutrition, water, sanitation, and hygiene. Additionally, CHAMPIONS addresses emerging public health threats such as COVID-19, cholera, tuberculosis, and other primary care concerns, integrating considerations of gender-based violence within health programs. Leveraging Institut Panos' expertise in evidence-based Social and Behavioral Change interventions and CIPPRESS and PESADEV's experience in community engagement and health promotion, CHAMPIONS adopts a multifaceted approach, the "3 Roch dife" methodology which emphasizes evidence-based needs assessment and interventions, Tailored services to beneficiaries and Public sector and community engagement. CHAMPIONS utilizes media, digital tools, and community networks to drive sustainable improvements in health outcomes across the nation.
Role overview.
Institut PANOS is seeking a dedicated and experienced Human Resources (HR) Manager to join our team for the CHAMPIONS project. The HR Manager plays a pivotal role within the organization, coordinating all administrative activities related to personnel. This includes developing recruitment strategies, implementing systems for managing staff benefits, payroll, and behavior, onboarding new employees, conducting interviews, and hiring personnel. Additionally, the HR Manager consults executives on decisions impacting all management levels, develops and implements HR strategies aligned with the overall business strategy, addresses demands and grievances, and fosters a positive working environment. Importantly, this role also requires a thorough understanding of HR requirements for USAID funded projects.

Key Responsibilities
• Develop and implement HR strategies aligned with the Institut PANOS's objectives and USAID project requirements.
• Provide guidance and support to management and employees on HR-related matters.
• Monitor and ensure compliance with local labor laws, regulations, and USAID project HR requirements.
• Manage employee relations, including addressing grievances, conflicts, and disciplinary actions.
• Develop and conduct training programs to enhance staff skills and performance.
• Develop and implement recruitment strategies to attract and retain qualified candidates.
• Oversee the recruitment and selection process, including job postings, screening applicants, and conducting interviews.
• Manage the onboarding process for new employees, ensuring a smooth transition into the organization.
• Coordinate staff performance evaluations and provide feedback to employees and management.
• Maintain accurate employee records, including personnel files, payroll information, and benefits administration.
• Administer employee benefits programs, including health insurance, and leave policies.
• Manage payroll processes and ensure timely and accurate payment of salaries and benefits.
• Prepare HR-related reports and data analysis for management and USAID reporting requirements.
Other responsibilities:
• Collaborate with project teams and partners to ensure HR needs are met and project objectives are achieved.
• Stay abreast of trends, best practices, and regulatory changes in the development and humanitarian sectors, including updates to Haitian labor laws and regulations, as well as USAID policies.
• Participate in HR-related meetings, committees, and training sessions as required.
• Perform other duties as assigned by management to support the organization's and project's goals and objectives.


Qualifications réquises

Requirements and Skills:
• Bachelor's (BSc) degree in Human Resources, Organizational Psychology, or a related field. (Master's degree preferred)
• Minimum of 3 years of proven working experience as an HR Manager or other HR Executive, demonstrating a strong understanding of HR management principles and practices.
• People-oriented and results-driven mindset, committed to fostering a positive and productive work environment.
• Demonstrable experience with Human Resources metrics, including the ability to analyze data and identify trends to inform HR strategies.
• Knowledge of HR systems and databases, proficient in using technology to streamline HR processes.
• Ability to architect HR strategy aligned with organizational goals, coupled with strong leadership skills to implement initiatives effectively.
• Excellent active listening, negotiation, and presentation skills, enabling effective communication with employees, management, and external stakeholders.
• Familiarity with or knowledge of HR management in USAID funded projects, including an understanding of relevant policies, procedures, and compliance requirements.
Required language skills: Proficiency in Haitian Creole and French, as well as functional level in English (Proficiency in English is considered a plus).
