Introduction

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) ??contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM). TPM helps USAID to better understand project results and the complex Haitian development context (including institutional norms and behaviors) through data collection and analysis. Unlike most USAID activities, ESS+ is demand-driven and depends on the Mission to identify its monitoring, evaluation, and learning (MEL) needs.

USAID requested that ESS+ conduct TPM for its Interim Energy Support Program (CIP-ESP). The program helps the Government of Haiti (GOH) ensure continued operation of the power plant at the Caracol Industrial Park (Parc Industriel de Caracol).

Functions
ESS+ is seeking a local mechanical or electrical Engineer Consultant that will provide TPM and evaluation (M&E) services for receipt verification and reporting on behalf of USAID for the CIP-ESP.

ESS+ intends to use the services of an Engineer to provide oversight and accountability in procurement for the program. The Engineer Consultant's duties include reporting on the use of purchased products and ensuring adequate health and safety measures are implemented during deliveries. The Engineer Consultant will be required to abide by the following:

1. Engineer Consultant shall inspect supplier's delivery with the G?O?H to ensure that all spare parts, materials, and consumables included in the orders are correct.

2. Upon receipt of deliveries, the Engineer Consultant and GOH shall ensure that product warranty certificates, if applicable, are included with each delivery.

3. Engineer Consultant shall ensure that payment vouchers to suppliers include date of payment and clearly indicate contact information of the vendor (name, address, phone numbers, and email address), along with quantities and unit price of each item ordered. Payment vouchers shall be included with the purchase report.

4. Maintain good working relationship with GOH counterpart. The Engineer Consultant is expected to attend meetings with GOH and provide minutes to the USAID technical representative with a copy to all attendees. There may be exchanges of documents such as orders, shipping delivery, warranty, and other certificates. The Engineer Consultant will oversee GOH's Health & Safety Risks Mitigation Plan (HSRMP) during deliveries.

5. Engineer Consultant is expected to prepare a report every ninety (90) days during the term of the CIP-ESP outlining achievements to date under CIP-ESP.

Consultant only. Required qualifications:
- A minimum of a bachelor's degree in engineering, electrical power generation, and/or distribution systems from an accredited US college or university, or international equivalent along with a license in engineering or equivalent.?

- Minimum 10 years of experience managing electrical power generation and distribution systems.

- Demonstrated knowledge in purchase and verification of electrical and mechanical parts and distribution line materials, as well as reporting requirements, including but not limited to meeting minutes, scheduling, environmental review, and reporting.?

- Demonstrated communication, creative problem solving, and management skills.?

- Demonstrated knowledge of power system infrastructure, operations and maintenance, and worker health and safety requirements.

- Strong writing and oral presentation skills.

- Must be fluent in both English and French.?

- Demonstrated knowledge of bilateral partnership, contracting, and habilitation to represent USAID in bilateral meetings and meetings with multiple stakeholders.

- A valid passport and a USA visa.
